1 1 Amend the amendment, S=3208, to Senate File 464, as
1 2 follows:
1 3 #1. Page 3, by striking lines 21 through 37 and
1 4 inserting the following:
1 5 <Sec. ___. EFFECTIVE DATE PROVISIONS.
1 6 1. This division of this Act, other than this
1 7 section, shall not take effect unless the general
1 8 assembly in its 2011 regular session or in a later
1 9 session, enacts an Act repealing this section with or
1 10 without amendments to this division of this Act. The
1 11 general assembly may consider a report conducted by a
1 12 biodiesel fuel task force established by the governor.
1 13 The report shall be submitted to the general assembly
1 14 not later than February 15, 2011.
1 15 2. a. The task force shall include
1 16 representatives from all of the following:
1 17 (1) The Iowa motor truck association.
1 18 (2) The petroleum marketers and convenience stores
1 19 of Iowa.
1 20 (3) The renewable fuel infrastructure board.
1 21 (4) The renewable energy group.
1 22 (5) The Iowa farm bureau federation.
1 23 (6) The Iowa soybean association.
1 24 (7) Cities.
1 25 (8) Counties.
1 26 (9) The department of transportation.
1 27 b. The task force shall also include two members
1 28 of the senate and two members of the house of
1 29 representatives, serving as nonvoting, ex officio
1 30 members. The members may be appointed, one each by
1 31 the majority leader of the senate after consultation
1 32 with the president of the senate, by the minority
1 33 leader of the senate, by the speaker of the house of
1 34 representatives after consultation with the majority
1 35 leader of the house of representatives, and by the
1 36 minority leader of the house of representatives.
1 37 Members shall receive compensation pursuant to section
1 38 2.12.
1 39 3. The task force shall consider all of the
1 40 following:
1 41 a. The effect of cold weather upon the
1 42 distribution and dispensing of biodiesel fuel
1 43 designated B=5 or higher.
1 44 b. The degree to which infrastructure exists on a
1 45 statewide basis to support the distribution and
1 46 dispensing of biodiesel fuel designated B=5 or higher.
1 47 c. The available and dependable supply of
1 48 biodiesel fuel designated B=5 or higher on a statewide
1 49 basis.
1 50 4. This section of this division of this Act,
2 1 being deemed of immediate importance, takes effect
2 2 upon enactment.>
