     1  2 #1.  Page 2, after line 10 by inserting:
     1  3    <Sec. ___.  SCHOOL DISTRICT HOME RULE.  It is the
     1  4 intent of the general assembly to provide for the
     1  5 exercise of home rule power and authority by school
     1  6 districts. Therefore, the general assembly shall
     1  7 initiate the process to amend the Constitution of the
     1  8 State of Iowa in order to provide school districts with
     1  9 such home rule power and authority.>
     1 10 #2.  Title page, line 2, after <funds> by inserting
