     1  1    Amend Senate File 478, as amended, passed, and
     1  2 reprinted by the Senate, as follows:
     1  3 #1.  Page 29, by inserting after line 14 the
     1  4 following:
     1  5    <Sec.    .  There is appropriated from the general
     1  6 fund of the state to the council on homelessness for
     1  7 the fiscal year beginning July 1, 2009, and ending
     1  8 June 30, 2010, the following amount, or so much
     1  9 thereof as is necessary, to be used for the purposes
     1 10 designated:
     1 11    For the payment of expenses provided under section
     1 12 16.100A, subsection 6, paragraph "d":
     1 13 .................................................. $      5,000
     1 14    Sec.    .  FARMERS WITH DISABILITIES.  There is
     1 15 appropriated from the general fund of the state to the
     1 16 department of education, vocational rehabilitation
     1 17 services division for the fiscal year beginning July
     1 18 1, 2009, and ending June 30, 2010, the following
     1 19 amount, or so much thereof as is necessary, to be used
     1 20 for the purposes designated:
     1 21    For a program for farmers with disabilities:
     1 22 .................................................. $    108,000
     1 23    Moneys appropriated for purposes of this section
     1 24 shall be used for the public purpose of providing a
     1 25 grant to a national nonprofit organization with over
     1 26 80 years of experience in assisting children and
     1 27 adults with disabilities and special needs.  The funds
     1 28 shall be used for a nationally recognized program that
     1 29 began in 1986 and has been replicated in at least 30
     1 30 other states, but which is not available through any
     1 31 other entity in this state, that provides assistance
     1 32 to farmers with disabilities in all 99 counties to
     1 33 allow the farmers to remain in their own homes and be
     1 34 gainfully engaged in farming through provision of
     1 35 agricultural worksite and home modification
     1 36 consultations, peer support services, services to
     1 37 families, information and referral, and equipment loan
     1 38 services.>

     1 44    <Sec.    .  Section 216B.5, Code 2009, is amended
     1 45 to read as follows:
     1 46    216B.5  DIRECTOR == COMMISSION EMPLOYEES.
     1 47    1.  The commission may employ staff who shall be
     1 48 qualified by experience to assume the responsibilities
     1 49 of the offices.
     1 50    2.  The governor shall appoint a director of the
     2  1 department for the blind subject to confirmation by
     2  2 the senate.  The director shall possess a background
     2  3 in administrative experience and in programs and
     2  4 services for persons who are blind and shall serve at
     2  5 the pleasure of the governor.  The director shall be
     2  6 the administrative officer of the commission and shall
     2  7 be responsible for implementing policy set by the
     2  8 commission.  The director shall carry out programs and
     2  9 policies as determined by the commission.
     2 10    Sec.    .  NEW SECTION.  261.4A  DIRECTOR OF THE
     2 11 COMMISSION.
     2 12    The governor shall appoint a director of the
     2 13 college student aid commission subject to confirmation
     2 14 by the senate.  The director shall possess a
     2 15 background in student financial aid and administrative
     2 16 experience and shall serve at the pleasure of the
     2 17 governor.>

     2 30 furnished to transient guests for rent, whether with
     2 31 or without meals.  Lodging does not include rooms that
     2 32 are not used for sleeping accommodations.>
