     1  1    Amend Senate File 478, as amended, passed, and
     1  2 reprinted by the Senate, as follows:
     1  3 #1.  Page 31, by inserting after line 30 the
     1  4 following:
     1  5    <Sec.    .  IOWA CAREER GUIDANCE TASK FORCE.
     1  6    1.  An Iowa career guidance task force is created
     1  7 as a quasi=public instrumentality.  The task force
     1  8 shall be located within the department of economic
     1  9 development for administrative purposes only.  The
     1 10 task force shall examine the career guidance system
     1 11 currently in place in the state and make
     1 12 recommendations intended to do all of the following:
     1 13    a.  Improve transition of students from secondary
     1 14 to postsecondary institutions.
     1 15    b.  Decrease dropout rates from secondary and
     1 16 postsecondary institutions.
     1 17    c.  Determine the essential components of a
     1 18 personalized career plan for students.
     1 19    d.  Increase high school attendance rates.
     1 20    e.  Encourage teachers to teach career awareness as
     1 21 it relates to a teacher's content area.
     1 22    f.  Encourage students to explore occupations
     1 23 within the state.
     1 24    g.  Encourage organizations engaged in workforce
     1 25 development within the state, including trade
     1 26 associations representing business, industry, and
     1 27 organized labor, to participate in a comprehensive
     1 28 career guidance system.
     1 29    h.  Determine the role each sector should play in
     1 30 the management of career information systems and
     1 31 school=to=work programs.
     1 32    2.  The task force membership shall consist of all
     1 33 of the following:
     1 34    a.  The director of the department of economic
     1 35 development or the director's designee.
     1 36    b.  The director of the department of workforce
     1 37 development or the director's designee.
     1 38    c.  The labor commissioner or the labor
     1 39 commissioner's designee.
     1 40    d.  A representative of an organized labor group on
     1 41 behalf of building trades appointed by the governor.
     1 42    e.  A representative of a business and industry
     1 43 trade group appointed by the governor.
     1 44    f.  A representative of the Iowa state education
     1 45 association selected by the association.
     1 46    g.  A representative of the department of education
     1 47 selected by the director of the department.
     1 48    h.  A representative of the state board of regents
     1 49 selected by the chairperson of the board.
     1 50    i.  A representative of the college student aid
     2  1 commission selected by the commission.
     2  2    j.  A representative of the Iowa association of
     2  3 community college trustees selected by the
     2  4 association.
     2  5    k.  A representative of the Iowa association of
     2  6 independent colleges selected by the association.
     2  7    3.  The following members of the general assembly
     2  8 shall serve as nonvoting, ex officio members:
     2  9    a.  The chairpersons and ranking members of the
     2 10 senate and house standing committees on education.
     2 11    b.  The chairpersons and ranking members of the
     2 12 senate and house standing committees on economic
     2 13 growth.
     2 14    c.  The chairpersons and ranking members of the
     2 15 senate and house standing committees on commerce.
     2 16    d.  The chairpersons and ranking members of the
     2 17 senate standing committee on labor and business
     2 18 relations and the house standing committee on labor.
     2 19    4.  The director of the department of economic
     2 20 development and the director of the department of
     2 21 workforce development shall serve as co=chairpersons
     2 22 of the task force.
     2 23    5.  Moneys may be appropriated by the general
     2 24 assembly for purposes of the task force.  The task
     2 25 force may accept private moneys for purposes of
     2 26 conducting the examination required in subsection 1.
     2 27    6.  The department of economic development shall
     2 28 provide staffing resources in support of the task
     2 29 force.
     2 30    7.  The task force shall submit its findings and
     2 31 recommendations by December 11, 2009, in a report
     2 32 submitted to the governor, the general assembly, and
     2 33 entities represented on the task force.>
