     1  1    Amend Senate File 471, as amended, passed, and
     1  2 reprinted by the Senate, as follows:
     1  3 #1.  Page 17, by striking lines 26 through 35 and
     1  4 inserting the following:
     1  5    <13.  12.  Conduct a study on activities related to
     1  6 energy production and use which contribute to global
     1  7 climate change and the depletion of the stratospheric
     1  8 ozone layer, in conjunction with institutions under
     1  9 the control of the state board of regents.  The study
     1 10 shall identify the types and relative contributions of
     1 11 these activities in Iowa.  The department shall
     1 12 develop a strategy to reduce emissions from activities
     1 13 identified as having an adverse impact on the global
     1 14 climate and the stratospheric ozone layer.  The study
     1 15 shall take the form of a climate change impacts
     1 16 review, to include the following:
     1 17    a.  Performance of an initial review of available
     1 18 climate change impacts studies relevant to this state.
     1 19    b.  Preparation of a summary of available data on
     1 20 recent changes in relevant climate conditions.
     1 21    c.  Identification of climate change impacts issues
     1 22 which require further research and an estimate of
     1 23 their cost.
     1 24    d.  Identification of important public policy
     1 25 issues relevant to climate change impacts.
     1 26    In the course of the review, the institutions shall
     1 27 meet at least twice with the Iowa climate change
     1 28 advisory council established in section 455B.851.  The
     1 29 department office shall submit a report, based upon
     1 30 input from the institutions, containing its findings
     1 31 and recommendations to the governor and general
     1 32 assembly by January 1, 1992 2011.>
