     1 39 expended within two years.  Any allocated moneys not
     1 40 expended within two years shall be reallocated by the
     1 41 state transportation commission to other projects.
     1 42 The department shall, in cooperation with the cities
     1 43 and counties, provide a report to the legislative
     1 44 services agency regarding the projects funded by this
     1 45 appropriation by January 15 each year until the
     1 46 projects are completed.>

     3  7    1.  The state board of regents shall establish and
     3  8 maintain in Iowa City as a part of the state
     3  9 university of Iowa an Iowa flood center.  In
     3 10 conducting the activities of this chapter, the center
     3 11 shall work cooperatively with the department of
     3 12 natural resources, the department of agriculture and
     3 13 land stewardship, the water resources coordinating
     3 14 council, and other state and federal agencies.
     3 15    2.  The Iowa flood center shall have all of the
     3 16 following purposes:
     3 17    a.  To develop hydrologic models for physically
     3 18 based flood frequency estimation and real=time
     3 19 forecasting of floods, including hydraulic models of
     3 20 flood plain inundation mapping.
     3 21    b.  To establish community=based programs to
     3 22 improve flood monitoring and prediction along Iowa's
     3 23 major waterways and to support ongoing flood research.
     3 24    c.  To share resources and expertise of the Iowa
     3 25 flood center.
     3 26    d.  To assist in the development of a workforce in
     3 27 the state knowledgeable regarding flood research,
     3 28 prediction, and mitigation strategies.>

     3 48 in this section for the fiscal year beginning July 1,

     3 50 revert at the close of the fiscal year for which they
     4  1 are appropriated but shall remain available for the
     4  2 purpose designated until the close of the fiscal year
     4  3 that begins July 1, 2013 2014, or until the project
     4  4 for which the appropriation was made is completed,
     4  5 whichever is earlier.
     4  6    Notwithstanding section 8.33, moneys appropriated
     4  7 in this section for the fiscal year beginning July 1,
     4  8 2011 2012, and ending June 30, 2012 2013, shall not
     4  9 revert at the close of the fiscal year for which they
     4 10 are appropriated but shall remain available for the
     4 11 purpose designated until the close of the fiscal year
     4 12 that begins July 1, 2014 2015, or until the project
     4 13 for which the appropriation was made is completed,
     4 14 whichever is earlier.>
