     1  3 follows:
     1  4 #1.  Page 1, line 22, by striking the word and
     1  5 figure <January 1> and inserting the following:

     1 15    <Sec.    .  NEW SECTION.  459.313B  APPLICATION OF
     1 16 LIQUID MANURE ON SNOW COVERED GROUND OR FROZEN GROUND
     1 17 == ANNUAL REPORT.
     1 18    1.  On or before February 15 of each year, the
     1 19 director of the department, or the department's
     1 20 designee, shall appear before and present a report to
     1 21 the standing committees of the senate and house of
     1 22 representatives having jurisdiction over agriculture
     1 23 and environmental protection.  The report shall
     1 24 include all instances in which persons have applied
     1 25 liquid manure originating from a manure storage
     1 26 structure, that is part of a confinement feeding
     1 27 operation, on snow covered ground or frozen ground
     1 28 because of an emergency as provided in section
     1 29 459.313A.  The report shall include an assessment of
     1 30 the application's impact on water quality, including
     1 31 the success of actions taken to prevent or remediate
     1 32 such impact.
     1 33    2.  This section is repealed on July 1, 2014.>>
