     1  1    Amend House File 589 as follows:
     1  2 #1.  Page 2, by inserting after line 23 the
     1  3 following:
     1  4    <Sec.    .  Section 280.13, Code 2009, is amended
     1  5 to read as follows:
     1  6    280.13  REQUIREMENTS FOR INTERSCHOLASTIC ATHLETIC
     1  7 CONTESTS AND COMPETITIONS AND EXTRACURRICULAR
     1  8 ACTIVITIES.
     1  9    1.  A public school shall not participate in or
     1 10 allow students representing a public school to
     1 11 participate in any extracurricular interscholastic
     1 12 athletic contest or competition which is sponsored or
     1 13 administered by an organization as defined in this
     1 14 section, unless the organization is registered with
     1 15 the department of education, files financial
     1 16 statements with the department in the form and at the
     1 17 intervals prescribed by the director of the department
     1 18 of education, and is in compliance with rules which
     1 19 the state board of education adopts for the proper
     1 20 administration, supervision, operation, adoption of
     1 21 eligibility requirements, and scheduling of
     1 22 extracurricular interscholastic athletic contests and
     1 23 competitions and the organizations.
     1 24    2.  Public and nonpublic schools shall not
     1 25 participate in or allow students representing the
     1 26 schools to participate in any interscholastic athletic
     1 27 contest or competition or extracurricular activity
     1 28 which is sponsored or administered by the public
     1 29 school or nonpublic school or an organization as
     1 30 defined in this section prior to the earliest school
     1 31 start date established pursuant to section 279.10,
     1 32 subsection 1.
     1 33    3.  For the purposes of this section "organization"
     1 34 means a corporation, association, or organization
     1 35 which has as one of its primary purposes the
     1 36 sponsoring or administration of extracurricular
     1 37 interscholastic athletic contests or competitions, but
     1 38 does not include an agency of this state, a public or
     1 39 private school or school board, or an athletic
     1 40 conference or other association whose interscholastic
     1 41 contests or competitions do not include more than
     1 42 twenty=four schools.>
