     1  1    Amend House File 2645, as amended, passed, and
     1  2 reprinted by the House, as follows:
     1  3 #1.  Page 16, by inserting after line 30 the
     1  4 following:
     1  5    <Sec.    .  Section 20.22, subsection 9, paragraph
     1  6 d, Code 2007, is amended by striking the paragraph and
     1  7 inserting in lieu thereof the following:
     1  8    d.  Whether any proposed increase in wages to
     1  9 public employees is justified based upon an increase
     1 10 in productivity and performance of the employees and
     1 11 based upon the ability of the public employer to pay
     1 12 the award using existing resources without any
     1 13 increase in taxes.>
