     1  1    Amend Senate File 2312 as follows:
     1  2 #1.  By striking page 1, line 1, through page 12,
     1  3 line 26.
     1  4 #2.  By striking page 13, line 28, through page 38,
     1  5 line 8.
     1  6 #3.  Page 59, by inserting after line 13 the
     1  7 following:
     1  8                      <DIVISION    
     1  9               LOCAL GOVERNMENT ELECTIONS
     1 10    Sec.    .  LOCAL GOVERNMENT ELECTIONS COMMITTEE.
     1 11    1.  There is established a local government
     1 12 elections committee.  The committee shall study the
     1 13 following issues:
     1 14    a.  Specified dates of special elections for
     1 15 counties, cities, school districts, and community
     1 16 colleges.
     1 17    b.  The length of terms of office of school
     1 18 district boards of directors and community college
     1 19 boards of directors.
     1 20    2.  The local government elections committee shall
     1 21 be comprised of the following members:
     1 22    a.  The secretary of state.
     1 23    b.  Two county auditors appointed by the Iowa state
     1 24 association of counties.
     1 25    c.  Two representatives of cities appointed by the
     1 26 Iowa league of cities.
     1 27    d.  Two representatives of school districts
     1 28 appointed by the Iowa association of school boards.
     1 29    e.  Two representatives of community colleges
     1 30 appointed by the Iowa association of community college
     1 31 trustees.
     1 32    f.  Two members of the house of representatives,
     1 33 one appointed by the speaker of the house of
     1 34 representatives and one appointed by the minority
     1 35 leader of the house of representatives.
     1 36    g.  Two members of the senate, one appointed by the
     1 37 majority leader of the senate and one appointed by the
     1 38 minority leader of the senate.
     1 39    3.  The secretary of state shall serve as
     1 40 chairperson of the committee.  Staffing assistance
     1 41 shall be provided to the committee by the office of
     1 42 secretary of state.  Meetings of the committee shall
     1 43 be at the call of the chairperson.
     1 44    4.  The local government elections committee shall
     1 45 report to the general assembly no later than January
     1 46 15, 2009.  The report shall contain findings and
     1 47 recommendations related to the issues described in
     1 48 subsection 1.>
     1 49 #4.  Title page, by striking lines 2 and 3 and
     1 50 inserting the following:  <registration and making
     2  1 penalties applicable.>
     2  2 #5.  By renumbering as necessary.
