     1  1    Amend House File 2645 as follows:
     1  2 #1.  Page 1, by inserting after line 6 the
     1  3 following:
     1  4    <Sec.    .  Section 20.3, Code 2007, is amended by
     1  5 adding the following new subsection:
     1  6    NEW SUBSECTION.  1A.  "Bargaining unit" means only
     1  7 those employees in a particular class of employees who
     1  8 have not declared themselves a free agent employee.>
     1  9 #2.  Page 1, by inserting after line 12 the
     1 10 following:
     1 11    <Sec.    .  Section 20.3, Code 2007, is amended by
     1 12 adding the following new subsection:
     1 13    NEW SUBSECTION.  5A.  "Free agent employee" means a
     1 14 public employee who has signed a release declaring
     1 15 that the employee will not be represented by an
     1 16 employee organization and that the employee
     1 17 understands that signing the release waives any claim
     1 18 or right to representation by that employee
     1 19 organization.>
     1 20 #3.  Page 1, by inserting after line 32 the
     1 21 following:
     1 22    <Sec.    .  Section 20.8, Code 2007, is amended by
     1 23 adding the following new subsection:
     1 24    NEW SUBSECTION.  5.  Declare themselves a free
     1 25 agent employee.>
