     1  2 #1.  Page 1, by striking lines 26 and 27 and
     1  3 inserting the following:  <shall be appropriated to
     1  4 the department of revenue for distribution to county
     1  5 directors of veteran affairs, with fifty percent of
     1  6 the money to be distributed equally to each county and
     1  7 fifty percent of the money to be distributed to each
     1  8 county based upon the population of veterans in the
     1  9 county.>
