     1  3 #1.  Page 3, line 29, by inserting after the word
     1  4 <year> the following:  <and a person subject to
     1  5 greenhouse gas emissions reduction requirements under
     1  6 a scenario shall receive credit for any reductions in
     1  7 greenhouse gas emissions achieved prior to the base
     1  8 year>.
