     2  2 determine a timeline for the implementation of a

     2  7 recommendations in a report to the chairpersons and

     3 32    From the moneys allocated pursuant to this lettered
     3 33 paragraph, an amount equal to $250,000 shall be used
     3 34 for the development and implementation of a consider
     3 35 Iowa pilot program at the state university of Iowa to
     3 36 retain Iowa's college graduates.  The pilot program
     3 37 shall be developed with the intent of expanding the
     3 38 program in future years to the Iowa state university
     3 39 of science and technology and to the university of
     3 40 northern Iowa.  The pilot program shall be developed
     3 41 in cooperation with representatives from the state's
     3 42 community colleges and businesses, shall focus on
     3 43 transitional students, current students, and alumni,
     3 44 and shall provide for the following:
     3 45    (a)  An interactive internet web presence tying in
     3 46 all aspects of the program.
     3 47    (b)  Career development opportunities for target
     3 48 markets.
     3 49    (c)  A consulting service for alumni of Iowa's
     3 50 community colleges and the institutions of higher
     4  1 education governed by the state board of regents.
     4  2    (d)  Virtual career fairs for Iowa's businesses.
     4  3    (e)  Organization and sponsorship of Iowa employer
     4  4 immersion programs, which may include but are not
     4  5 limited to opportunities for students to tour Iowa
     4  6 businesses and visit with employers and employees in
     4  7 the workplace.
     4  8    (f)  Employer strategy forums that encourage
     4  9 recruitment in Iowa, assist community college students
     4 10 with career development issues, and emphasize the
     4 11 benefits of working within the state.
     4 12    (g)  Funding for research on why graduates leave
     4 13 Iowa and which defines and implements methods to
     4 14 retain Iowa's graduates and encourage those who have
     4 15 migrated to return.
     4 16    (h)  Work with the leadership Iowa program to
     4 17 expand the program at the collegiate level.
     4 18    The university shall submit a progress report to
     4 19 the general assembly by January 15, 2007, and shall
     4 20 submit its findings and recommendations in a report to
     4 21 the general assembly by January 14, 2008.>

     4 33 INSTRUCTION PILOT PROJECT GRANT PROGRAM.
     4 34    1.  Subject to an appropriation of sufficient funds
     4 35 by the general assembly, the department shall
     4 36 establish a reading instruction pilot project grant
     4 37 program that provides for conducting at least two
     4 38 direct reading instruction pilot projects and at least
     4 39 two comprehensive reading instruction pilot projects
     4 40 to demonstrate the ability of both approaches to
     4 41 positively affect student learning for any or all
     4 42 grades from kindergarten through grade three in
     4 43 selected school district attendance centers.
     4 44    2.  Each pilot project shall be conducted for a
     4 45 minimum of one year, subject to an appropriation by
     4 46 the general assembly to the department for that
     4 47 purpose.  The department, in consultation with experts
     4 48 in the delivery of direct reading and comprehensive
     4 49 reading instruction, shall establish a pilot project
     4 50 grant application process that specifies the design
     5  1 and implementation expectations of each grantee,
     5  2 criteria for the selection of pilot project
     5  3 participant school districts, and a system of
     5  4 assessments which all grantees will use to assist
     5  5 teachers and the department in measuring student
     5  6 growth in reading accuracy, fluency, phonemic
     5  7 awareness, oral reading ability, and comprehension
     5  8 skills, including but not limited to the dynamic
     5  9 indicator of basic early literacy.  Grantees shall be
     5 10 evenly distributed between urban and rural school
     5 11 districts.
     5 12    3.  The department and the experts consulted in
     5 13 accordance with subsection 2 shall jointly develop and
     5 14 agree upon the evaluation criteria and the system of
     5 15 assessments used to evaluate effectiveness of the
     5 16 instruction methods to achieve reading success.  The
     5 17 evaluation criteria and the system of assessments
     5 18 shall employ specifically designed evaluation models
     5 19 employing objective, valid, and reliable assessments.
     5 20    4.  Grant moneys shall be distributed to qualifying
     5 21 school districts by the department no later than
     5 22 September 1, 2006.  Grantees shall use moneys received
     5 23 pursuant to this section to provide for ongoing
     5 24 support and training of the teachers implementing the
     5 25 pilot projects.  Grant amounts shall be distributed as
     5 26 determined by the department.
     5 27    5.  The department shall retain one hundred
     5 28 thousand dollars annually from the amount appropriated
     5 29 for the pilot project grant program for the
     5 30 administration of the program and one hundred thousand
     5 31 dollars annually for the development and
     5 32 implementation of an independent, external program and
     5 33 results evaluation.
     5 34    6.  The department, in collaboration with an
     5 35 independent, external evaluator, shall submit a final
     5 36 report summarizing the results of the pilot projects,
     5 37 including student achievement results, to the
     5 38 chairpersons and ranking members of the senate and
     5 39 house of representatives standing committees on
     5 40 education by January 15, 2008.
     5 41    7.  Notwithstanding section 8.33, unencumbered or
     5 42 unobligated funds remaining on June 30 of the fiscal
     5 43 year for which the funds were appropriated for the
     5 44 pilot project grant program shall not revert but shall
     5 45 be available for expenditure for the following fiscal
     5 46 year for purposes of this section.
     5 47    8.  This section is repealed effective June 30,
     5 48 2008.>
     5 49 #33.  Page 27, by inserting after line 2 the
     5 50 following:
     6  1    <Sec.    .  Section 261.1, subsection 5, Code 2005,
     6  2 is amended to read as follows:
     6  3    5.  Eight Nine additional members to be appointed
     6  4 by the governor.  One of the members shall be selected
     6  5 to represent private colleges, private universities
     6  6 and private junior colleges located in the state of
     6  7 Iowa.  When appointing this member, the governor shall
     6  8 give careful consideration to any person or persons
     6  9 nominated or recommended by any organization or
     6 10 association of some or all private colleges, private
     6 11 universities and private junior colleges located in
     6 12 the state of Iowa.  One of the members shall be
     6 13 selected to represent accredited private institutions
     6 14 located in the state of Iowa whose income is not
     6 15 exempt from taxation under section 501(c) of the
     6 16 Internal Revenue Code.  One of the members shall be
     6 17 selected to represent community colleges located in
     6 18 the state of Iowa.  When appointing this member, the
     6 19 governor shall give careful consideration to any
     6 20 person or persons nominated or recommended by any
     6 21 organization or association of Iowa community
     6 22 colleges.  One member shall be enrolled as a student
     6 23 at a board of regents institution, community college,
     6 24 or accredited private institution.  One member shall
     6 25 be a representative of a lending institution located
     6 26 in this state.  One member shall be a representative
     6 27 of the Iowa student loan liquidity corporation.  The
     6 28 other three members, none of whom shall be official
     6 29 board members or trustees of an institution of higher
     6 30 learning or of an association of institutions of
     6 31 higher learning, shall be selected to represent the
     6 32 general public.>
     6 33 #34.  Page 27, by striking lines 7 through 27 and
     6 34 inserting the following:  <nine fifty=one million six
     6 35 hundred seventy=three thousand five hundred seventy=
     6 36 five dollars for tuition grants.  From the funds
     6 37 appropriated in this subsection, an amount equal to
     6 38 ten percent of the funds appropriated in this
     6 39 subsection shall be reserved for distribution to
     6 40 students attending private institutions whose income
     6 41 is not exempt from taxation under section 501(c) of
     6 42 the Internal Revenue Code and whose students were
     6 43 eligible to receive Iowa tuition grant moneys in the
     6 44 fiscal year beginning July 1, 2003.  A for=profit
     6 45 institution which, effective March 9, 2005, purchased
     6 46 an accredited private institution that was exempt from
     6 47 taxation under section 501(c) of the Internal Revenue
     6 48 Code, shall be an eligible institution under the Iowa
     6 49 tuition grant program.  In the case of a qualified
     6 50 student who was enrolled in such accredited private
     7  1 institution that was purchased by the for=profit
     7  2 institution effective March 9, 2005, and who continues
     7  3 to be enrolled in the eligible institution in
     7  4 succeeding years, the amount the student qualifies for
     7  5 under this subsection shall be not less than the
     7  6 amount the student qualified for in the fiscal year
     7  7 beginning July 1, 2004.>
