     1 25 by adding the following new unnumbered paragraph after
     1 26 unnumbered paragraph 2:
     1 27    NEW UNNUMBERED PARAGRAPH.  The department may
     1 28 expend additional moneys that may become available for
     1 29 purposes of financial assistance to a single
     1 30 bioscience development organization determined by the
     1 31 department to possess expertise in the promotion and
     1 32 commercialization of biotechnology entrepreneurship as
     1 33 described in and for the purposes set forth in
     1 34 unnumbered paragraph 2.>

     3 10 PROGRAM.
     3 11    1.  a.  The department of cultural affairs shall
     3 12 establish and administer an Iowa great places program
     3 13 for purposes of combining resources of state
     3 14 government in an effort to showcase the unique and
     3 15 authentic qualities of communities, regions,
     3 16 neighborhoods, and districts that make such places
     3 17 exceptional places to work and live.  The department
     3 18 of cultural affairs shall provide administrative
     3 19 assistance to the Iowa great places board.  The
     3 20 department of cultural affairs shall coordinate the
     3 21 efforts of the Iowa great places board with the
     3 22 efforts of state agencies participating in the program
     3 23 which shall include, but not be limited to, the
     3 24 department of economic development, the Iowa finance
     3 25 authority, the department of human rights, the
     3 26 department of natural resources, the department of
     3 27 transportation, and the department of workforce
     3 28 development.
     3 29    b.  The program shall combine resources from state
     3 30 government to capitalize on all of the following
     3 31 aspects of the chosen Iowa great places:
     3 32    (1)  Arts and culture.
     3 33    (2)  Historic fabric.
     3 34    (3)  Architecture.
     3 35    (4)  Natural environment.
     3 36    (5)  Housing options.
     3 37    (6)  Amenities.
     3 38    (7)  Entrepreneurial incentive for business
     3 39 development.
     3 40    (8)  Diversity.
     3 41    c.  Initially, three Iowa great places projects
     3 42 shall be identified by the Iowa great places board.
     3 43 Two years after the third project is identified by the
     3 44 board, the board may identify additional Iowa great
     3 45 places for participation under the program.
     3 46    2.  a.  The Iowa great places board is established
     3 47 consisting of twelve members.  The board shall be
     3 48 located for administrative purposes within the
     3 49 department of cultural affairs and the director shall
     3 50 provide office space, staff assistance, and necessary
     4  1 supplies and equipment for the board.  The director
     4  2 shall budget moneys to pay the compensation and
     4  3 expenses of the board.  In performing its functions,
     4  4 the board is performing a public function on behalf of
     4  5 the state and is a public instrumentality of the
     4  6 state.
     4  7    b.  The members of the board shall be appointed by
     4  8 the governor, subject to confirmation by the senate.
     4  9 At least one member shall be less than thirty years
     4 10 old on the date the member is appointed by the
     4 11 governor.  The board shall include representatives of
     4 12 cities and counties, local government officials,
     4 13 cultural leaders, housing developers, business owners,
     4 14 and parks officials.
     4 15    c.  The chairperson and vice chairperson shall be
     4 16 elected by the board members from the membership of
     4 17 the board.  In the case of the absence or disability
     4 18 of the chairperson and vice chairperson, the members
     4 19 of the board shall elect a temporary chairperson by a
     4 20 majority vote of those members who are present and
     4 21 voting, provided a quorum is present.
     4 22    d.  Members of the board shall be appointed to
     4 23 three=year staggered terms and the terms shall
     4 24 commence and end as provided in section 69.19.  If a
     4 25 vacancy occurs, a successor shall be appointed in the
     4 26 same manner and subject to the same qualifications as
     4 27 the original appointment to serve the unexpired term.
     4 28    e.  A majority of the members of the board
     4 29 constitutes a quorum.
     4 30    f.  A member of the board shall abstain from voting
     4 31 on the provision of financial assistance to a project
     4 32 which is located in the county in which the member of
     4 33 the board resides.
     4 34    g.  The members of the board are entitled to
     4 35 receive reimbursement for actual expenses incurred
     4 36 while engaged in the performance of official duties. A
     4 37 board member may also be eligible to receive
     4 38 compensation as provided in section 7E.6.
     4 39    3.  The board shall do all of the following:
     4 40    a.  Organize.
     4 41    b.  Identify three Iowa great places for purposes
     4 42 of receiving a package of resources under the program.
     4 43    c.  Identify a combination of state resources which
     4 44 can be provided to Iowa great places.>
