INTENT FOR IOWA'S LONG=>. 1 6 #2. By striking page 1, line 33, through page 2, 1 7 line 15, and inserting the following: 1 8 <Sec. . LONG=TERM LIVING PLANNING == UNIFORM 1 9 ASSESSMENT TOOL. 1 10 1. The department of human services, the 1 11 department of elder affairs, the Iowa department of 1 12 public health, and the insurance division of the Iowa 1 13 department of commerce shall work collaboratively to 1 14 develop a plan for submission to the governor and the 1 15 general assembly by November 1, 2005, to coordinate 1 16 efforts to improve public access to informational and 1 17 educational resources that will assist Iowans of all 1 18 ages in making informed choices relating to their 1 19 long=term living needs. The plan shall address the 1 20 availability of long=term living services in the 1 21 community, the potential cost of services, and long= 1 22 term care insurance. 1 23 2. The department of human services, in 1 24 cooperation with the division of insurance of the Iowa 1 25 department of commerce, shall submit an application to 1 26 the United States department of health and human 1 27 services to participate in the "Own Your Future" long= 1 28 term care awareness initiative. If the application is 1 29 not approved and the state is unable to participate in 1 30 such initiative, the department of human services and 1 31 the division of insurance of the Iowa department of 1 32 commerce shall submit a plan to the governor and the 1 33 general assembly by January 1, 2006, regarding a 1 34 state=only long=term care awareness initiative. 1 35 3. The department of human services and the 1 36 department of elder affairs shall continue to identify 1 37 barriers and opportunities related to a program of 1 38 all=inclusive care for the elderly (PACE program) as 1 39 defined in section 249H.3. The departments shall 1 40 determine the state's readiness and capacity to 1 41 support a PACE program, including whether the PACE 1 42 program is in opposition to or is able to be 1 43 integrated with the Iowa Medicaid enterprise, the 1 44 costs associated with implementing the PACE program, 1 45 the rate=setting methodology for the PACE program, and 1 46 an estimated capitation rate for PACE program services 1 47 to share with prospective providers. The departments 1 48 shall report their findings and determinations to the 1 49 governor and the general assembly by December 31, 1 50 2005. 2 1 4. The department of human services, the 2 2 department of elder affairs, and the Iowa department 2 3 of public health shall jointly submit a report to the 2 4 governor and the general assembly by August 15, 2005, 2 5 providing recommendations relating to project seamless 2 6 administered by the department of elder affairs. The 2 7 recommendations shall address all of the following: 2 8 a. The continued sharing of information between 2 9 the departments related to elder Iowans. 2 10 b. The possible expansion of project seamless to 2 11 other appropriate populations. 2 12 c. The possible expansion of project seamless to 2 13 other appropriate services. 2 14 d. The sufficiency of data currently being 2 15 collected for the purposes of public policy decisions 2 16 and operational management. 2 17 e. Necessary resources to maintain the existing 2 18 project seamless and necessary resources for proposed 2 19 program expansion and data analysis. 2 20 5. The department of human services, the 2 21 department of elder affairs, the Iowa department of 2 22 public health, and the insurance division of the Iowa 2 23 department of commerce shall jointly submit a plan to 2 24 the governor and the general assembly by November 1, 2 25 2005, identifying the various assessment tools 2 26 utilized for access to programs and services under the 2 27 purview of the respective department or division and 2 28 recommending a uniform assessment tool to be used by 2 29 the departments and the division for access to such 2 30 programs and services beginning July 1, 2007. At a 2 31 minimum, the uniform assessment tool shall comply with 2 32 requirements of the Iowa Medicaid enterprise and shall 2 33 conform to existing systems or replace existing 2 34 systems to avoid duplication and redundancy.> 2 35 #3.
