     1  1    Amend House File 2792 as follows:
     1  2 #1.  Page 1, by inserting before line 1 the
     1  3 following:
     1  4    <Section 1.  Section 257.31, subsection 5,
     1  5 paragraph j, Code 2005, is amended to read as follows:
     1  6    j.  Unusual need to continue providing a program or
     1  7 other special assistance to non=English speaking
     1  8 pupils after the expiration of the three=year
     1  9 four=year period specified in section 280.4.
     1 10    Sec.    .  Section 280.4, subsection 3, Code 2005,
     1 11 is amended to read as follows:
     1 12    3.  In order to provide funds for the excess costs
     1 13 of instruction of limited English proficient students
     1 14 above the costs of instruction of pupils in a regular
     1 15 curriculum, students identified as limited English
     1 16 proficient shall be assigned an additional weighting
     1 17 of twenty=two hundredths, and that weighting shall be
     1 18 included in the weighted enrollment of the school
     1 19 district of residence for a period not exceeding three
     1 20 four years.  However, the school budget review
     1 21 committee may grant supplemental aid or modified
     1 22 allowable growth to a school district to continue
     1 23 funding a program for students after the expiration of
     1 24 the three=year four=year period.>
     1 25 #2.  Page 1, by inserting after line 24 the
     1 26 following:
     1 27    <Sec.    .  EFFECTIVE AND APPLICABILITY DATES.  The
     1 28 sections of this Act amending sections 257.31 and
     1 29 280.4, being deemed of immediate importance, take
     1 30 effect upon enactment and are applicable for the
     1 31 school budget year beginning July 1, 2006, and
     1 32 succeeding budget years.>
     1 33 #3.  Title page, line 1, by inserting after the
     1 34 word <Act> the following:  <relating to education
     1 35 standards and services by>.
     1 36 #4.  Title page, line 2, by inserting after the
     1 37 word <study> the following:   <, providing for an
     1 38 increase in the number of years for which
