     1  1    Amend the Senate amendment, H=8586, to House File
     1  2 2759, as amended, passed, and reprinted by the House,
     1  3 as follows:
     1  4 #1.  Page 1, line 43, by inserting before the word
     1  5 <Up> the following:  <The renewable fuel
     1  6 infrastructure board may also allocate any amount of
     1  7 moneys appropriated pursuant to section 455G.3A to
     1  8 support the biorefinery technology projects program as
     1  9 provided in section 15G.120.>
     1 10 #2.  Page 2, by inserting after line 12 the
     1 11 following:
     1 12    <Sec.    .  NEW SECTION.  15G.120  BIOREFINERY
     1 13 TECHNOLOGY PROJECTS PROGRAM.
     1 14    A biorefinery technology projects program is
     1 15 established in order to assist persons engaged in the
     1 16 research, development, and commercialization of
     1 17 integrated biorefinery technology projects.  As
     1 18 determined by the renewable fuel infrastructure board,
     1 19 a project must further the production of liquid
     1 20 renewable fuels and other high=value coproducts that
     1 21 use nonfood agricultural crops as biofuel stock.
     1 22    1.  An application for an integrated biorefinery
     1 23 technology project must be filed with the department
     1 24 as required by the department and must at a minimum
     1 25 include all of the following:
     1 26    a.  A business plan that demonstrates managerial
     1 27 and technical expertise.
     1 28    b.  A fundraising plan that demonstrates private
     1 29 investment contributions and possible federal
     1 30 government contributions.
     1 31    c.  The probability of the future creation of new
     1 32 high=quality jobs.
     1 33    d.  The probability of improvements to the
     1 34 environment.
     1 35    e.  The probability of reductions in fossil fuel
     1 36 use.
     1 37    f.  The use of research or technology developed in
     1 38 this state by a college, university, business, or
     1 39 governmental agency.
     1 40    g.  The potential for further technological
     1 41 development in this state.
     1 42    h.  The feasibility that a proposed biorefinery
     1 43 will remain a viable enterprise in the state.
     1 44    i.  Any other component that the Iowa economic
     1 45 development board determines to be reasonable and
     1 46 necessary to promote the viability of the project and
     1 47 further the public interest.
     1 48    2.  The renewable fuel infrastructure board may
     1 49 establish terms and conditions for the allocation of
     1 50 the moneys.>
