1 7 <Sec. . NEW SECTION. 15.361 UNIVERSITY
1 8 TECHNOLOGY TRANSFER AND COMMERCIALIZATION REVIEW
1 9 COMMITTEE.
1 10 1. The general assembly finds and declares that
1 11 the public good requires that Iowa successfully
1 12 participate and compete in the emerging world economy
1 13 and that this participation and competition is a
1 14 public purpose. A university technology transfer and
1 15 commercialization review committee is established for
1 16 the public purpose of assisting the universities under
1 17 the control of the state board of regents in securing
1 18 additional investment in research infrastructure and
1 19 information technology and in enhancing the commercial
1 20 potential of proposals for research infrastructure and
1 21 information technology submitted to the state board of
1 22 regents for funding.
1 23 2. The committee shall consist of all of the
1 24 following members:
1 25 a. Three members of the state board of regents
1 26 appointed by the state board of regents.
1 27 b. Two members appointed by a single bioscience
1 28 development organization identified by the department
1 29 pursuant to section 15G.111, subsection 2.
1 30 c. Five members appointed by the governor and
1 31 confirmed by the senate pursuant to section 2.32 as
1 32 follows:
1 33 (1) Two members with expertise in advanced
1 34 manufacturing.
1 35 (2) Two members with expertise in information
1 36 technology.
1 37 (3) One member who shall serve as the chairperson
1 38 of the committee.
1 39 3. In reviewing proposals by the universities
1 40 under the control of the state board of regents, the
1 41 committee shall do all of the following:
1 42 a. Review the proposals for their applicability to
1 43 the targeted areas of biosciences, advanced
1 44 manufacturing, or information technology.
1 45 b. Review the potential of the proposals to
1 46 increase economic activity in the state through job
1 47 creation, wealth creation, or the creation of new
1 48 businesses.
1 49 c. Identify additional sources of research
1 50 financing for the proposals from private sector
2 1 businesses or other nonstate sources.
2 2 d. Identify individuals or companies that are
2 3 potential research or commercialization collaborators
2 4 in the proposals.
2 5 e. Within forty=five days of receiving a proposal,
2 6 prepare and forward to the state board of regents a
2 7 written review of the proposal including
2 8 recommendations for approval, denial, or modification
2 9 of the proposal.
2 10 The state board of regents shall review the
2 11 recommendations of the committee and shall approve,
2 12 deny, or modify the recommendations. If the board
2 13 modifies or denies the recommendation, the proposal
2 14 shall be resubmitted to the committee for
2 15 consideration. The board may award financial
2 16 assistance to approved proposals.
2 17 Sec. . NEW SECTION. 15.362 ENDOWED CHAIRS.
2 18 1. The state board of regents may create endowed
2 19 chair positions at each of the regents universities
2 20 using, in part, moneys appropriated to the state board
2 21 of regents for purposes of implementing
2 22 recommendations provided in separate consultant
2 23 reports on bioscience, advanced manufacturing, and
2 24 information technology submitted to the department of
2 25 economic development in the calendar years 2004 and
2 26 2005. Such moneys may only be used to partially fund
2 27 an endowed chair position if significant private
2 28 contributions and contributions from governmental
2 29 entities other than the state and political
2 30 subdivisions of the state are used to fund the
2 31 position. Not more than fifty percent of the cost of
2 32 funding an endowed chair position shall be paid with
2 33 such moneys.
2 34 2. The state board of regents shall not use moneys
2 35 appropriated to the board for purposes of implementing
2 36 recommendations provided in separate consultant
2 37 reports on bioscience, advanced manufacturing, and
2 38 information technology submitted to the department of
2 39 economic development in the calendar years 2004 and
2 40 2005 to pay the salary of a salaried employee, but may
2 41 use the moneys to pay the salary of a contract
2 42 employee provided that the employment contract is for
2 43 not more than five years.>>
