     1  1    Amend House File 2780 as follows:
     1  2 #1.  Page 7, by inserting after line 21 the
     1  3 following:
     1  4    <Sec.    .  ALLOWED GROWTH FUNDING STUDY.  A study
     1  5 committee shall be established by the legislative
     1  6 council for the 2006 legislative interim to review the
     1  7 formulas used for distribution of state mental health,
     1  8 mental retardation, and developmental disabilities
     1  9 services allowed growth factor funding to counties.
     1 10 The purpose of the review is to determine whether the
     1 11 formulas are effective in distributing funds to
     1 12 counties in a manner that best serves Iowans with
     1 13 disabilities while enabling the state and counties to
     1 14 budget effectively for providing the services.  The
     1 15 study committee shall hear testimony and provide an
     1 16 opportunity for discussion with counties, advocates
     1 17 for persons with disabilities, and other interested
     1 18 parties.  The membership of the study committee shall
     1 19 include at least six members of the senate and five
     1 20 members of the house of representatives.>
