NEW SECTION. 15.361 UNIVERSITY 1 5 TECHNOLOGY TRANSFER AND COMMERCIALIZATION REVIEW 1 6 COMMITTEE. 1 7 1. The general assembly finds and declares that 1 8 the public good requires that Iowa successfully 1 9 participate and compete in the emerging world economy 1 10 and that this participation and competition is a 1 11 public purpose. A university technology transfer and 1 12 commercialization review committee is established for 1 13 the public purpose of assisting the universities under 1 14 the control of the state board of regents in securing 1 15 additional investment in research infrastructure and 1 16 information technology and in enhancing the commercial 1 17 potential of proposals for research infrastructure and 1 18 information technology submitted to the state board of 1 19 regents for funding. 1 20 2. The committee shall consist of all of the 1 21 following members: 1 22 a. Three members of the state board of regents 1 23 appointed by the state board of regents. 1 24 b. Two members appointed by a single bioscience 1 25 development organization identified by the department 1 26 pursuant to section 15G.111, subsection 2. 1 27 c. Five members appointed by the governor and 1 28 confirmed by the senate pursuant to section 2.32 as 1 29 follows: 1 30 (1) Two members with expertise in advanced 1 31 manufacturing. 1 32 (2) Two members with expertise in information 1 33 technology. 1 34 (3) One member who shall serve as the chairperson 1 35 of the committee. 1 36 3. In reviewing proposals by the universities 1 37 under the control of the state board of regents, the 1 38 committee shall do all of the following: 1 39 a. Review the proposals for their applicability to 1 40 the targeted areas of biosciences, advanced 1 41 manufacturing, or information technology. 1 42 b. Review the potential of the proposals to 1 43 increase economic activity in the state through job 1 44 creation, wealth creation, or the creation of new 1 45 businesses. 1 46 c. Identify additional sources of research 1 47 financing for the proposals from private sector 1 48 businesses or other nonstate sources. 1 49 d. Identify individuals or companies that are 1 50 potential research or commercialization collaborators 2 1 in the proposals. 2 2 e. Within forty=five days of receiving a proposal, 2 3 prepare and forward to the state board of regents a 2 4 written review of the proposal including 2 5 recommendations for approval, denial, or modification 2 6 of the proposal. 2 7 The state board of regents shall review the 2 8 recommendations of the committee and shall approve, 2 9 deny, or modify the recommendations. If the board 2 10 modifies or denies the recommendation, the proposal 2 11 shall be resubmitted to the committee for 2 12 consideration. The board may award financial 2 13 assistance to approved proposals. 2 14 Sec. . NEW SECTION. 15.362 ENDOWED CHAIRS. 2 15 1. The state board of regents may create endowed 2 16 chair positions at each of the regents universities 2 17 using, in part, moneys appropriated to the state board 2 18 of regents for purposes of implementing 2 19 recommendations provided in separate consultant 2 20 reports on bioscience, advanced manufacturing, and 2 21 information technology submitted to the department of 2 22 economic development in the calendar years 2004 and 2 23 2005. Such moneys may only be used to partially fund 2 24 an endowed chair position if significant private 2 25 contributions and contributions from governmental 2 26 entities other than the state and political 2 27 subdivisions of the state are used to fund the 2 28 position. Not more than fifty percent of the cost of 2 29 funding an endowed chair position shall be paid with 2 30 such moneys. 2 31 2. The state board of regents shall not use moneys 2 32 appropriated to the board for purposes of implementing 2 33 recommendations provided in separate consultant 2 34 reports on bioscience, advanced manufacturing, and 2 35 information technology submitted to the department of 2 36 economic development in the calendar years 2004 and 2 37 2005 to pay the salary of a salaried employee, but may 2 38 use the moneys to pay the salary of a contract 2 39 employee provided that the employment contract is for 2 40 not more than five years.> 2 41 #2.
