     1  1    Amend House File 2759 as follows:
     1  2 #1.  Page 1, by inserting before line 24 the
     1  3 following:
     1  4    <Sec.    .  Section 15G.111, subsection 1, Code
     1  5 Supplement 2005, is amended by adding the following
     1  6 new paragraph:
     1  7    NEW PARAGRAPH.  h.  (1)  Of the moneys appropriated
     1  8 in paragraph "a", for each fiscal year of the period
     1  9 beginning July 1, 2006, and ending June 30, 2011, the
     1 10 Iowa economic development board may allocate up to
     1 11 five million dollars to support persons engaged in the
     1 12 research, development, and commercialization of
     1 13 integrated biorefinery technology projects.  A project
     1 14 must further the production of liquid renewable fuels
     1 15 and other high=value coproducts that use nonfood
     1 16 agricultural crops as biofuel stock.
     1 17    (2)  An application for an integrated biorefinery
     1 18 technology project must be filed with the department
     1 19 as required by the department and must at a minimum
     1 20 include all of the following:
     1 21    (a)  A business plan that demonstrates managerial
     1 22 and technical expertise.
     1 23    (b)  A fundraising plan that demonstrates private
     1 24 investment contributions and possible federal
     1 25 government contributions.
     1 26    (c)  The probability of the future creation of new
     1 27 high=quality jobs.
     1 28    (d)  The probability of improvements to the
     1 29 environment.
     1 30    (e)  The probability of reductions in fossil fuel
     1 31 use.
     1 32    (f)  The use of research or technology developed in
     1 33 this state by a college, university, business, or
     1 34 governmental agency.
     1 35    (g)  The potential for further technological
     1 36 development in this state.
     1 37    (h)  The feasibility that a proposed biorefinery
     1 38 will remain a viable enterprise in the state.
     1 39    (i)  Any other component that the Iowa economic
     1 40 development board determines to be reasonable and
     1 41 necessary to promote the viability of the project and
     1 42 further the public interest.
     1 43    (3)  The Iowa economic development board may
     1 44 establish terms and conditions for the allocation of
     1 45 the moneys.>
     1 46 #2.  Page 2, line 7, by striking the words <This
     1 47 Act is> and inserting the following:  <The sections of
     1 48 this Act amending section 15G.111, subsection 1,
     1 49 paragraph "a", and enacting section 15G.111,
     1 50 subsection 6A, are effective>.
