     1  1    Amend Senate File 367, as amended, passed, and
     1  2 reprinted by the Senate, as follows:
     1  3 #1.  By striking page 1, line 1, through page 2,
     1  4 line 26.
     1  5 #2.  Page 2, by inserting before line 27, the
     1  6 following:
     1  7    <Sec.    .  Section 462A.5, subsection 1,
     1  8 unnumbered paragraph 1, Code Supplement 2005, is
     1  9 amended to read as follows:
     1 10    The owner of each vessel required to be numbered by
     1 11 this state shall register it every three years with
     1 12 the department through the county recorder of the
     1 13 county in which the owner resides, or, if the owner is
     1 14 a nonresident, the owner shall register it in the
     1 15 county in which such vessel is principally used.  The
     1 16 department shall develop and maintain an electronic
     1 17 system for the registration of vessels pursuant to
     1 18 this chapter.  The commission shall have supervisory
     1 19 responsibility over department shall establish forms
     1 20 and procedures as necessary for the registration of
     1 21 all vessels and shall provide each county recorder
     1 22 with registration forms and certificates and shall
     1 23 allocate identification numbers to each county.
     1 24    Sec.    .  Section 462A.5, subsection 3, unnumbered
     1 25 paragraph 2, Code Supplement 2005, is amended to read
     1 26 as follows:
     1 27    Every registration certificate and number issued
     1 28 becomes delinquent at midnight April 30 of the last
     1 29 calendar year of the registration period unless
     1 30 terminated or discontinued in accordance with this
     1 31 chapter.  After January 1, 2007, an unregistered
     1 32 vessel and a renewal of registration may be registered
     1 33 for the three=year registration period beginning May 1
     1 34 of that year.  When unregistered vessels are
     1 35 registered after May 1 of the second year of the
     1 36 three=year registration period, such unregistered
     1 37 vessels may be registered for the remainder of the
     1 38 current registration period at sixty=six percent two=
     1 39 thirds of the appropriate registration fee.  When
     1 40 unregistered vessels are registered after May 1 of the
     1 41 third year of the three=year registration period, such
     1 42 unregistered vessels may be registered for the
     1 43 remainder of the current registration period at
     1 44 thirty=three percent one=third of the appropriate
     1 45 registration fee.>
     1 46 #3.  Page 3, by inserting after line 19, the
     1 47 following:
     1 48    <Sec.    .  Section 462A.43, Code 2005, is amended
     1 49 to read as follows:
     1 50    462A.43  TRANSFER OF OWNERSHIP.
     2  1    Upon the transfer of ownership of any vessel, the
     2  2 owner, except as otherwise provided by this chapter,
     2  3 shall complete the form on the back of the
     2  4 registration certificate and shall deliver it to the
     2  5 purchaser or transferee at the time of delivering the
     2  6 vessel.  All registrations must be valid for the
     2  7 current registration period prior to the transfer of
     2  8 any registration, including assignment to a dealer.
     2  9 If a vessel has an expired registration at the time of
     2 10 transfer, the transferee shall pay all applicable fees
     2 11 for the current registration period, the appropriate
     2 12 writing fee, and a penalty of five dollars, and a
     2 13 transfer of number shall be awarded in the same manner
     2 14 as provided for an original registration.>
