     1  1    Amend House File 2566 as follows:
     1  2 #1.  Page 1, by inserting after line 6 the
     1  3 following:
     1  4    <Sec. ___.  STATE JUVENILE INSTITUTIONS ==
     1  5 POPULATION STUDY.  An analysis of the juveniles placed
     1  6 at the Iowa juvenile home and the state training
     1  7 school shall be conducted by the division of criminal
     1  8 and juvenile justice planning of the department of
     1  9 human rights with the cooperation and assistance of
     1 10 the department of human services.  The analysis shall
     1 11 address the backgrounds, demographic aspects, and
     1 12 factors involved with the placement of children at the
     1 13 institutions over a period of time identified in the
     1 14 analysis.  The purpose of the analysis is to identify
     1 15 any trends or patterns that exist in the children's
     1 16 admissions, referrals, treatment received, outcomes,
     1 17 or behaviors exhibited by the children upon departure
     1 18 from an institution.  The division shall provide an
     1 19 initial report on the analysis during the fiscal year
     1 20 beginning July 1, 2006, progress updates, and a final
     1 21 report when the analysis is completed.>
