     1  6 word <condition.> the following:  <However, for a
     1  7 project or acquisition plan adopted by the governing
     1  8 body of a city or county after due deliberation and
     1  9 public input, if seventy=five percent or more of the
     1 10 assessed value of the property included in the plan
     1 11 consists of property that is determined to be in a
     1 12 slum or blighted condition at the time the plan was
     1 13 established, the entire project or acquisition plan
     1 14 area is subject to condemnation by the municipality.>>
