1 1 Amend the amendment, H=1645, to the Senate
1 2 amendment, H=1635, to House File 816, as amended,
1 3 passed, and reprinted by the House, as follows:
1 4 #1. Page 27, by inserting after line 6 the
1 5 following:
1 6 <Sec. . Section 284.2, subsections 1, 2, 3, and
1 7 12, Code 2005, are amended to read as follows:
1 8 1. "Beginning teacher" means an individual serving
1 9 under an initial license, issued by the board of
1 10 educational examiners under chapter 272, who is
1 11 assuming a position as a classroom teacher. For
1 12 purposes of the beginning teacher mentoring and
1 13 induction program created pursuant to section 284.5,
1 14 "beginning teacher" also includes preschool teachers,
1 15 school nurses, school social workers, counselors, and
1 16 media specialists who are licensed by the board of
1 17 educational examiners under chapter 272 or hold a
1 18 letter of authorization or statement of professional
1 19 recognition issued by the board of educational
1 20 examiners, and who are employed by serving a
1 21 probationary period of employment with a school
1 22 district or area education agency.
1 23 2. "Classroom teacher" means an individual who
1 24 holds a valid practitioner's license and who is
1 25 employed under a contract issued by a board of
1 26 directors under section 279.13 to provide classroom
1 27 instruction to students, or as a preschool teacher.
1 28 "Classroom teacher" also includes school nurses,
1 29 school social workers, counselors, and media
1 30 specialists who are licensed by the board of
1 31 educational examiners under chapter 272 or hold a
1 32 letter of authorization or statement of professional
1 33 recognition issued by the board of educational
1 34 examiners, and who are employed by a school district
1 35 or area education agency.
1 36 3. "Comprehensive evaluation" means a summative
1 37 evaluation of a beginning teacher conducted by an
1 38 evaluator for purposes of determining a beginning
1 39 teacher's level of competency, for recommendation for
1 40 licensure based upon the Iowa teaching standards, and
1 41 to determine whether the teacher's practice meets the
1 42 school district expectations for a career teacher.
1 43 12. "Teacher" means an individual holding a
1 44 practitioner's license issued under chapter 272, who
1 45 is employed in a nonadministrative position as a
1 46 teacher, librarian, media specialist, preschool
1 47 teacher, school nurse, school social worker, or
1 48 counselor by a school district or area education
1 49 agency pursuant to a contract issued by a board of
1 50 directors under section 279.13. A teacher may be
2 1 employed in both an administrative and a
2 2 nonadministrative position by a board of directors and
2 3 shall be considered a part=time teacher for the
2 4 portion of time that the teacher is employed in a
2 5 nonadministrative position. "Teacher" includes a
2 6 licensed individual employed on a less than full=time
2 7 basis by a school district through a contract between
2 8 the school district and an institution of higher
2 9 education with a practitioner preparation program in
2 10 which the licensed teacher is enrolled.
2 11 Sec. . Section 284.5, subsection 8, Code 2005,
2 12 is amended to read as follows:
2 13 8. If the general assembly appropriates moneys for
2 14 purposes of this section, a school district or area
2 15 education agency is eligible to receive state
2 16 assistance for up to two years under this section for
2 17 each teacher the school district or area education
2 18 agency employs who was formerly employed in an
2 19 accredited nonpublic school or in another state as a
2 20 first=year teacher. The school district or area
2 21 education agency employing the teacher shall determine
2 22 the conditions and requirements of a teacher
2 23 participating in a program in accordance with this
2 24 subsection. The school district or area education
2 25 agency that employs the teacher shall recommend the
2 26 teacher for an educational license if the teacher,
2 27 through a comprehensive evaluation, is determined to
2 28 demonstrate competence in the Iowa teaching
2 29 standards.>
2 30 #2. Page 29, by inserting after line 3 the
2 31 following:
2 32 <Sec. . Section 284.13, Code 2005, is amended
2 33 by adding the following new subsection:
2 34 NEW SUBSECTION. 4. For each fiscal year in which
2 35 moneys are appropriated by the general assembly for
2 36 purposes of this chapter, each school district and
2 37 area education agency shall, by July 1 annually,
2 38 report to the department of education the number of
2 39 preschool teachers, librarians, media specialists,
2 40 school nurses, school social workers, and counselors
2 41 who were employed by the school district or area
2 42 education agency on the third Friday of September of
2 43 the previous fiscal year.>
