Page 21, by inserting after line 17, the 1 5 following: 1 6 <Sec. . SHARED OPERATIONAL FUNCTIONS == 1 7 SUPPLEMENTARY WEIGHTING == APPROPRIATION. For the 1 8 fiscal year beginning July 1, 2005, and ending June 1 9 30, 2006, there is appropriated from the general fund 1 10 of the state to the department of education the 1 11 following amount, or so much thereof as may be 1 12 necessary, to be utilized for the purpose designated: 1 13 .................................................. $ 6,100,000 1 14 The funds appropriated pursuant to this section 1 15 shall be allocated on or about November 15, 2005, to 1 16 school districts that have established shared 1 17 operational functions pursuant to section 257.11, 1 18 subsection 5A. If the amount appropriated is 1 19 insufficient to fully fund the amount of supplementary 1 20 weighting requested and approved, the funds shall be 1 21 allocated to each requesting and approved school 1 22 district based on the ratio that each district's 1 23 actual enrollment bears to the total actual enrollment 1 24 of all requesting and approved school districts. 1 25 Notwithstanding section 8.33, moneys appropriated in 1 26 this section that remain unencumbered or unobligated 1 27 at the close of the fiscal year shall not revert but 1 28 shall remain available for expenditure for the 1 29 purposes designated until the close of the succeeding 1 30 fiscal year.> 1 31 #2. Page 24, by inserting after line 41, the 1 32 following: 1 33 <Sec. . Section 257.11, Code 2005, is amended 1 34 by adding the following new subsection: 1 35 NEW SUBSECTION. 5A. SHARED OPERATIONAL FUNCTIONS 1 36 == INCREASED STUDENT OPPORTUNITIES. 1 37 a. In order to provide additional funding to 1 38 increase student opportunities for school districts 1 39 that share operational functions, a supplementary 1 40 weighting plan for determining enrollment is adopted. 1 41 A supplementary weighting of two hundredths per pupil 1 42 shall be assigned to pupils enrolled in a district 1 43 that shares with one or more other districts one or 1 44 more operational functions in the areas of business 1 45 management, human resources, transportation, or 1 46 operation and maintenance for at least twenty percent 1 47 of the school year. 1 48 b. The minimum amount of additional weighting for 1 49 which a school district shall be eligible is an amount 1 50 corresponding to ten additional pupils, and the 2 1 maximum amount of additional weighting for which a 2 2 school district shall be eligible is an amount 2 3 corresponding to twenty additional pupils. Criteria 2 4 for determining qualification of operational functions 2 5 for additional weighting shall be determined by the 2 6 department of education by rule. 2 7 c. Amounts received as supplementary weighting for 2 8 sharing operational functions pursuant to paragraph 2 9 "a" and for any savings realized through the sharing 2 10 of such functions shall be utilized by a school 2 11 district to improve teacher salaries, and offer 2 12 additional courses to maximize the access of every 2 13 high school student to four years of mathematics, 2 14 science, and English or language arts, with the intent 2 15 that additional course offerings will include advanced 2 16 content and advanced placement opportunities.> 2 17 #3.
