1 25 expend additional moneys that may become available for
1 26 purposes of financial assistance to a single
1 27 bioscience development organization determined by the
1 28 department to possess expertise in the promotion and
1 29 commercialization of biotechnology entrepreneurship as
1 30 described in and for the purposes set forth in
1 31 unnumbered paragraph 2.>

3 19 Sec. . NEW SECTION. 303.3C IOWA GREAT PLACES
3 20 PROGRAM.
3 21 1. a. The department of cultural affairs shall
3 22 establish and administer an Iowa great places program
3 23 for purposes of combining resources of state
3 24 government in an effort to showcase the unique and
3 25 authentic qualities of communities, regions,
3 26 neighborhoods, and districts that make such places
3 27 exceptional places to work and live. The department
3 28 of cultural affairs shall provide administrative
3 29 assistance to the Iowa great places board. The
3 30 department of cultural affairs shall coordinate the
3 31 efforts of the Iowa great places board with the
3 32 efforts of state agencies participating in the program
3 33 which shall include, but not be limited to, the
3 34 department of economic development, the Iowa finance
3 35 authority, the department of human rights, the
3 36 department of natural resources, the department of
3 37 transportation, and the department of workforce
3 38 development.
3 39 b. The program shall combine resources from state
3 40 government to capitalize on all of the following
3 41 aspects of the chosen Iowa great places:
3 42 (1) Arts and culture.
3 43 (2) Historic fabric.
3 44 (3) Architecture.
3 45 (4) Natural environment.
3 46 (5) Housing options.
3 47 (6) Amenities.
3 48 (7) Entrepreneurial incentive for business
3 49 development.
3 50 (8) Diversity.
4 1 c. Initially, three Iowa great places projects
4 2 shall be identified by the Iowa great places board.
4 3 Two years after the third project is identified by the
4 4 board, the board may identify additional Iowa great
4 5 places for participation under the program.
4 6 2. a. The Iowa great places board is established
4 7 consisting of twelve members. The board shall be
4 8 located for administrative purposes within the
4 9 department of cultural affairs and the director shall
4 10 provide office space, staff assistance, and necessary
4 11 supplies and equipment for the board. The director
4 12 shall budget moneys to pay the compensation and
4 13 expenses of the board. In performing its functions,
4 14 the board is performing a public function on behalf of
4 15 the state and is a public instrumentality of the
4 16 state.
4 17 b. The members of the board shall be appointed by
4 18 the governor, subject to confirmation by the senate.
4 19 At least one member shall be less than thirty years
4 20 old on the date the member is appointed by the
4 21 governor. The board shall include representatives of
4 22 cities and counties, local government officials,
4 23 cultural leaders, housing developers, business owners,
4 24 and parks officials.
4 25 c. The chairperson and vice chairperson shall be
4 26 elected by the board members from the membership of
4 27 the board. In the case of the absence or disability
4 28 of the chairperson and vice chairperson, the members
4 29 of the board shall elect a temporary chairperson by a
4 30 majority vote of those members who are present and
4 31 voting, provided a quorum is present.
4 32 d. Members of the board shall be appointed to
4 33 three=year staggered terms and the terms shall
4 34 commence and end as provided in section 69.19. If a
4 35 vacancy occurs, a successor shall be appointed in the
4 36 same manner and subject to the same qualifications as
4 37 the original appointment to serve the unexpired term.
4 38 e. A majority of the members of the board
4 39 constitutes a quorum.
4 40 f. A member of the board shall abstain from voting
4 41 on the provision of financial assistance to a project
4 42 which is located in the county in which the member of
4 43 the board resides.
4 44 g. The members of the board are entitled to
4 45 receive reimbursement for actual expenses incurred
4 46 while engaged in the performance of official duties. A
4 47 board member may also be eligible to receive
4 48 compensation as provided in section 7E.6.
4 49 3. The board shall do all of the following:
4 50 a. Organize.
5 1 b. Identify three Iowa great places for purposes
5 2 of receiving a package of resources under the program.
5 3 c. Identify a combination of state resources which
5 4 can be provided to Iowa great places.>
