     1  3 #1.  Page 1, by striking line 15 and inserting the
     1  4 following:  <with particular criminal offenders; and
     1  5    WHEREAS, an assessment of the possible need for
     1  6 local communities to establish citizen review panels
     1  7 should also be conducted, including a discussion of
     1  8 such a panel's purpose, structure, and authority; NOW
