     1  1    Amend House File 828 as follows:
     1  2 #1.  Page 3, by inserting after line 29, the
     1  3 following:
     1  4    <Sec.    .  Section 462A.12, Code 2005, is amended
     1  5 by adding the following new subsection:
     1  6    NEW SUBSECTION.  14.  A person shall not operate a
     1  7 vessel on the waters of this state unless every person
     1  8 on board the vessel who is under thirteen years of age
     1  9 is wearing a type I, II, III, or V personal flotation
     1 10 device that is approved by the United States coast
     1 11 guard, while the vessel is moving.  This subsection
     1 12 does not apply to a person who is under thirteen years
     1 13 of age and is in an enclosed cabin or below deck.>
     1 14 #2.  Title page, line 2, by inserting after the
     1 15 word <minors,> the following:  <requiring the wearing
     1 16 of personal flotation devices by certain minors,>.
