NEW SECTION. 303.3C IOWA GREAT PLACES 1 7 PROGRAM. 1 8 1. a. The department of cultural affairs shall 1 9 establish and administer an Iowa great places program 1 10 for purposes of combining resources of state 1 11 government in an effort to showcase the unique and 1 12 authentic qualities of communities, regions, 1 13 neighborhoods, and districts that make such places 1 14 exceptional places to work and live. The department 1 15 of cultural affairs shall provide administrative 1 16 assistance to the Iowa great places board. The 1 17 department of cultural affairs shall coordinate the 1 18 efforts of the Iowa great places board with the 1 19 efforts of state agencies participating in the program 1 20 which shall include, but not be limited to, the 1 21 department of economic development, the Iowa finance 1 22 authority, the department of human rights, the 1 23 department of natural resources, the department of 1 24 transportation, and the department of workforce 1 25 development. 1 26 b. The program shall combine resources from state 1 27 government to capitalize on all of the following 1 28 aspects of the chosen Iowa great places: 1 29 (1) Arts and culture. 1 30 (2) Historic fabric. 1 31 (3) Architecture. 1 32 (4) Natural environment. 1 33 (5) Housing options. 1 34 (6) Amenities. 1 35 (7) Entrepreneurial incentive for business 1 36 development. 1 37 (8) Diversity. 1 38 c. Initially, three Iowa great places projects 1 39 shall be identified by the Iowa great places board. 1 40 Two years after the third project is identified by the 1 41 board, the board may identify additional Iowa great 1 42 places for participation under the program. 1 43 2. a. The Iowa great places board is established 1 44 consisting of twelve members. The board shall be 1 45 located for administrative purposes within the 1 46 department of cultural affairs and the director shall 1 47 provide office space, staff assistance, and necessary 1 48 supplies and equipment for the board. The director 1 49 shall budget moneys to pay the compensation and 1 50 expenses of the board. In performing its functions, 2 1 the board is performing a public function on behalf of 2 2 the state and is a public instrumentality of the 2 3 state. 2 4 b. The members of the board shall be appointed by 2 5 the governor, subject to confirmation by the senate. 2 6 At least four members shall be less than thirty years 2 7 old on the date the member is appointed by the 2 8 governor. The board shall include representatives of 2 9 cities and counties, local government officials, 2 10 cultural leaders, housing developers, business owners, 2 11 and parks officials. 2 12 c. The chairperson and vice chairperson shall be 2 13 elected by the board members from the membership of 2 14 the board. In the case of the absence or disability 2 15 of the chairperson and vice chairperson, the members 2 16 of the board shall elect a temporary chairperson by a 2 17 majority vote of those members who are present and 2 18 voting, provided a quorum is present. 2 19 d. Members of the board shall be appointed to 2 20 three=year staggered terms and the terms shall 2 21 commence and end as provided in section 69.19. If a 2 22 vacancy occurs, a successor shall be appointed in the 2 23 same manner and subject to the same qualifications as 2 24 the original appointment to serve the unexpired term. 2 25 e. A majority of the members of the board 2 26 constitutes a quorum. 2 27 f. A member of the board shall abstain from voting 2 28 on the provision of financial assistance to a project 2 29 which is located in the county in which the member of 2 30 the board resides. 2 31 g. The members of the board are entitled to 2 32 receive reimbursement for actual expenses incurred 2 33 while engaged in the performance of official duties. 2 34 A board member may also be eligible to receive 2 35 compensation as provided in section 7E.6. 2 36 3. The board shall do all of the following: 2 37 a. Organize. 2 38 b. Identify three Iowa great places for purposes 2 39 of receiving a package of resources under the program. 2 40 c. Identify a combination of state resources which 2 41 can be provided to Iowa great places.> 2 42 #2.
