     1  1    Amend House File 619 as follows:
     1  2 #1.  Page 1, by inserting before line 1 the
     1  3 following:
     1  4    <Section 1.  Section 13.10, subsection 1, Code
     1  5 2005, is amended by adding the following new
     1  6 paragraph:
     1  7    NEW PARAGRAPH.  h.  Any other offense that requires
     1  8 a person to register under chapter 692A.
     1  9    Sec.    .  Section 692A.2, Code 2005, is amended by
     1 10 adding the following new subsection:
     1 11    NEW SUBSECTION.  1A.  If a person violates any of
     1 12 the requirements of section 692A.4, the person shall
     1 13 register for an additional ten years beginning from
     1 14 the date the first registration period ends as
     1 15 calculated under this section.
     1 16    Sec.    .  Section 692A.4, Code 2005, is amended to
     1 17 read as follows:
     1 18    692A.4  VERIFICATION OF ADDRESS AND TAKING OF
     1 19 PHOTOGRAPH.
     1 20    1.  The address of a person required to register
     1 21 under this chapter shall be verified annually as
     1 22 follows:
     1 23    a.  On a date which falls within the month in which
     1 24 the person was initially required to register, the
     1 25 department shall mail a verification form to the last
     1 26 reported address of the person.  Verification forms
     1 27 shall not be forwarded to the person who is required
     1 28 to register under this chapter if the person no longer
     1 29 resides at the address, but shall be returned to the
     1 30 department.
     1 31    b.  The person shall complete and mail the
     1 32 verification to the department within ten days of
     1 33 receipt of the form.
     1 34    c.  The verification form shall be signed by the
     1 35 person, and state the address at which the person
     1 36 resides.  If the person is in the process of changing
     1 37 residences, the person shall state that fact as well
     1 38 as the old and new addresses or places of residence.
     1 39    2.  Verification of address for a person who has
     1 40 been convicted of an offense under the laws of this
     1 41 state or of another state which would qualify the
     1 42 person as a sexually violent predator shall be
     1 43 accomplished in the same manner as in subsection 1,
     1 44 except that the verification shall be done every three
     1 45 months at times established by the department.
     1 46    3.  A photograph of a person required to register
     1 47 under this chapter shall be updated annually.  When
     1 48 the department mails the address verification form in
     1 49 subsection 1, the department shall also enclose a form
     1 50 informing the person to annually submit to being
     2  1 photographed by the sheriff of the county of the
     2  2 person's residence within ten days of receipt of the
     2  3 address verification form.  The sheriff shall send the
     2  4 current photograph to the department within ten days
     2  5 of the photograph being taken and the department shall
     2  6 post the current photograph on the sex offender
     2  7 registry's web page.
     2  8    Sec.    .  Section 692A.5, subsection 1, Code 2005,
     2  9 is amended by adding the following new paragraph:
     2 10    NEW PARAGRAPH.  i.  Inform the person that the
     2 11 person must annually submit to being photographed by
     2 12 the sheriff of the county of the person's residence.
     2 13    Sec.    .  Section 692A.13, subsection 5, Code
     2 14 2005, is amended to read as follows:
     2 15    5.  Relevant information provided to the general
     2 16 public may include the offender's name, address, a
     2 17 photograph, locations frequented by the offender,
     2 18 relevant criminal history information from the
     2 19 registry, and any other relevant information.
     2 20 Relevant information provided to the public shall not
     2 21 include the identity of any victim.  The general
     2 22 public may post any relevant information at public
     2 23 institutions including but not limited to a school,
     2 24 post office, or library.
     2 25    Sec.    .  Section 903A.2, subsection 1, paragraph
     2 26 a, Code 2005, is amended to read as follows:
     2 27    a.  Category "A" sentences are those sentences
     2 28 which are not subject to a maximum accumulation of
     2 29 earned time of fifteen percent of the total sentence
     2 30 of confinement under section 902.12.  To the extent
     2 31 provided in subsection 5, category "A" sentences also
     2 32 include life sentences imposed under section 902.1.
     2 33 An inmate of an institution under the control of the
     2 34 department of corrections who is serving a category
     2 35 "A" sentence is eligible for a reduction of sentence
     2 36 equal to one and two=tenths days for each day the
     2 37 inmate demonstrates good conduct and satisfactorily
     2 38 participates in any program or placement status
     2 39 identified by the director to earn the reduction.  The
     2 40 programs include but are not limited to the following:
     2 41    (1)  Employment in the institution.
     2 42    (2)  Iowa state industries.
     2 43    (3)  An employment program established by the
     2 44 director.
     2 45    (4)  A treatment program established by the
     2 46 director.
     2 47    (5)  An inmate educational program approved by the
     2 48 director.
     2 49    However, an inmate required to participate in a sex
     2 50 offender treatment program shall not be eligible for a
     3  1 reduction of sentence unless the inmate participates
     3  2 in and completes a sex offender treatment program
     3  3 established by the director.
     3  4    An inmate serving a category "A" sentence is
     3  5 eligible for an additional reduction of sentence of up
     3  6 to three hundred sixty=five days of the full term of
     3  7 the sentence of the inmate for exemplary acts.  In
     3  8 accordance with section 903A.4, the director shall by
     3  9 policy identify what constitutes an exemplary act that
     3 10 may warrant an additional reduction of sentence.>
