     1  1    Amend House File 761 as follows:
     1  2 #1.  Page 1, by inserting after line 25 the
     1  3 following:
     1  4    <NEW SUBSECTION.  15.  With extensive community
     1  5 involvement, annually submit to the governor and
     1  6 general assembly policy recommendations for assisting
     1  7 a parent in providing full=time care of the parent's
     1  8 child in the family home during the period of the
     1  9 child's life from birth through age five.>
     1 10 #2.  Page 1, line 26, by striking the words and
     1 11 figure <NEW SECTION.  28.10>.
     1 12 #3.  Page 2, by striking lines 8 through 18 and
     1 13 inserting the following:
     1 14    <2.  COMMUNITY EMPOWERMENT OFFICE.  The community
     1 15 empowerment office of the department of management
     1 16 shall develop a plan to physically or virtually
     1 17 colocate the state administrative offices of the
     1 18 programs listed in this section and the associated
     1 19 state administrative staff.  The plan shall be
     1 20 presented to the chairpersons and ranking members of
     1 21 the committees on human resources of the senate and
     1 22 the house of representatives on or before January 16,
     1 23 2006.
     1 24    3.  PROGRAMS AND AGENCIES IDENTIFIED.  The plan
     1 25 developed by the community empowerment office pursuant
     1 26 to subsection 2 shall address the colocation of the
     1 27 state administrative offices and associated state
     1 28 administrative staff for all of the following
     1 29 programs:>
     1 30 #4.  Page 3, by inserting after line 23 the
     1 31 following:
     1 32    <d.  Other programs that provide support to
     1 33 children from birth through age five and the families
     1 34 of such children.>
     1 35 #5.  Page 3, by striking lines 24 and 25 and
     1 36 inserting the following:
     1 37    <Sec.    .  FEDERAL COORDINATION INITIATIVE.  If an
     1 38 opportunity is offered by the federal government and
     1 39 participation in the opportunity would not adversely
     1 40 affect head start programs in Iowa, the Iowa>.
