1 2 #1. Page 3, by inserting after line 23 the
1 3 following:
1 4 <Sec. . Section 237A.30, Code 2005, is amended
1 5 by striking the section and inserting in lieu thereof
1 6 the following:
1 7 237A.30 VOLUNTARY CHILD CARE QUALITY RATING
1 8 SYSTEM.
1 9 1. The department shall work with the community
1 10 empowerment office of the department of management
1 11 established in section 28.3 and the state child care
1 12 advisory council in designing and implementing a
1 13 voluntary quality rating system for each provider type
1 14 of child care facility.
1 15 2. The criteria utilized for the rating system may
1 16 include but are not limited to any of the following:
1 17 facility type; provider staff experience, education,
1 18 training, and credentials; facility director education
1 19 and training; an environmental rating score or other
1 20 direct assessment environmental methodology; national
1 21 accreditation; facility history of compliance with law
1 22 and rules; child=to=staff ratio; curriculum, including
1 23 the extent to which the curriculum focuses on the
1 24 stages of child development and on child outcomes;
1 25 business practices; staff retention rates; evaluation
1 26 of staff members and program practices; staff
1 27 compensation and benefit practices; provider and staff
1 28 membership in professional early childhood
1 29 organizations; and parental involvement with the
1 30 facility.
1 31 3. A facility's quality rating may be included on
1 32 the internet page and in the consumer information
1 33 provided by the department pursuant to section 237A.25
1 34 and shall be identified in the child care provider
1 35 referrals made by child care resource and referral
1 36 service grantees under section 237A.26.
1 37 Sec. . PHASED IMPLEMENTATION.
1 38 1. Effective July 1, 2005, the department of human
1 39 services shall no longer accept applications for the
1 40 gold seal quality designation for child care providers
1 41 under section 237A.30, Code 2005. However, if a child
1 42 care provider has been awarded the designation prior
1 43 to July 1, 2005, the designation may continue to be
1 44 utilized for that provider until the designated period
1 45 of nationally recognized accreditation for which the
1 46 gold seal designation was awarded has ended.
1 47 2. The department of human services shall commence
1 48 implementation of the voluntary child care quality
1 49 rating system under section 237A.30, as amended by
1 50 this Act, by awarding ratings beginning on or after
2 1 January 1, 2006. The department may modify
2 2 implementation of the rating system and the rating
2 3 system itself as necessary to conform to the funding
2 4 made available for the rating system for the fiscal
2 5 year beginning July 1, 2005.>
