1 1 Amend House File 732 as follows:
1 2 #1. Page 1, by inserting after line 11 the
1 3 following:
1 4 <For the school budget years beginning July 1,
1 5 2006, through July 1, 2011, if the department of
1 6 management determines that a school district has
1 7 experienced a decrease in actual enrollment for the
1 8 budget year beginning July 1, 2006, in comparison to
1 9 the district's actual enrollment for the budget year
1 10 beginning July 1, 2005, and that the decrease is
1 11 attributable to inclusion in actual enrollment of
1 12 resident pupils enrolled in half=day kindergarten
1 13 programs, and resident prekindergarten pupils enrolled
1 14 in half=day special education programs, as five=
1 15 tenths of one pupil, the school district may include
1 16 in actual enrollment an amount calculated by the
1 17 department of management corresponding to the
1 18 following schedule:
1 19 (1) For the school budget year beginning July 1,
1 20 2006, eighty=five and seventy=eight hundredths percent
1 21 of the amount of the decrease.
1 22 (2) For the school budget year beginning July 1,
1 23 2007, seventy=one and fifty hundredths percent of the
1 24 amount of the decrease.
1 25 (3) For the school budget year beginning July 1,
1 26 2008, fifty=seven and twenty=two hundredths percent of
1 27 the amount of the decrease.
1 28 (4) For the school budget year beginning July 1,
1 29 2009, forty=two and ninety=four hundredths percent of
1 30 the amount of the decrease.
1 31 (5) For the school budget year beginning July 1,
1 32 2010, twenty=eight and fifty=six hundredths percent of
1 33 the amount of the decrease.
1 34 (6) For the school budget year beginning July 1,
1 35 2011, fourteen and twenty=eight hundredths percent of
1 36 the amount of the decrease.
1 37 Sec. . Section 257.13, Code 2005, is amended by
1 38 striking the section and inserting in lieu thereof the
1 39 following:
1 40 257.13 ON=TIME FUNDING BUDGET ADJUSTMENT.
1 41 1. For the school budget year beginning July 1,
1 42 2006, and succeeding budget years, if a district's
1 43 actual enrollment for the budget year, determined
1 44 under section 257.6, is greater than its budget
1 45 enrollment for the budget year, the district shall
1 46 receive an on=time funding budget adjustment. The
1 47 adjustment shall be in an amount equal to the
1 48 difference between the actual enrollment for the
1 49 budget year and the budget enrollment for the budget
1 50 year, multiplied by the district cost per pupil. The
2 1 additional funding received under this section is
2 2 miscellaneous income to the school district.
2 3 2. A school district which is receiving a budget
2 4 adjustment for a budget year pursuant to section
2 5 257.14 shall receive on=time funding for increased
2 6 enrollment, reduced by the amount of the budget
2 7 adjustment for that budget year. The resulting amount
2 8 shall not be less than zero.
2 9 3. If a district receives additional funding under
2 10 this section for a budget year, the department of
2 11 management shall determine the amount of the
2 12 additional funding which would have been generated by
2 13 local property tax revenues, in proportion to the
2 14 amount of funding actually received pursuant to this
2 15 section, if the actual enrollment for the budget year
2 16 had been used in determining district cost for that
2 17 budget year. The department of management shall
2 18 reduce, but not by more than the determined amount of
2 19 additional funding which would have been generated by
2 20 local property tax revenues, the district's total
2 21 state school aid otherwise available under this
2 22 chapter for the next following budget year.
2 23 4. There is appropriated each fiscal year from the
2 24 general fund of the state to the department of
2 25 education an amount required to pay the additional
2 26 funding authorized under this section corresponding to
2 27 the following schedule:
2 28 a. For the fiscal year beginning July 1, 2006, and
2 29 ending June 30, 2007, fourteen and twenty=eight
2 30 hundredths percent of the amount required to pay the
2 31 additional funding.
2 32 b. For the fiscal year beginning July 1, 2007, and
2 33 ending June 30, 2008, twenty=eight and fifty=six
2 34 hundredths percent of the amount required to pay the
2 35 additional funding.
2 36 c. For the fiscal year beginning July 1, 2008, and
2 37 ending June 30, 2009, forty=two and ninety=four
2 38 hundredths percent of the amount required to pay the
2 39 additional funding.
2 40 d. For the fiscal year beginning July 1, 2009, and
2 41 ending June 30, 2010, fifty=seven and twenty=two
2 42 hundredths percent of the amount required to pay the
2 43 additional funding.
2 44 e. For the fiscal year beginning July 1, 2010, and
2 45 ending June 30, 2011, seventy=one and fifty hundredths
2 46 percent of the amount required to pay the additional
2 47 funding.
2 48 f. For the fiscal year beginning July 1, 2011, and
2 49 ending June 30, 2012, eighty=five and seventy=eight
2 50 hundredths percent of the amount required to pay the
3 1 additional funding.
3 2 g. For the fiscal year beginning July 1, 2012, and
3 3 ending June 30, 2013, one hundred percent of the
3 4 amount required to pay the additional funding.
3 5 The amount required to pay the additional funding
3 6 pursuant to this section shall be determined annually
3 7 by the department of management, and shall be paid to
3 8 school districts in the same manner as other state aid
3 9 payable under section 257.16.>
