     1  1    Amend House File 419 as follows:
     1  2 #1.  Page 1, by inserting after line 20, the
     1  3 following:
     1  4    <Sec.    .  Section 483A.24, Code 2005, is amended
     1  5 by adding the following new subsection:
     1  6    NEW SUBSECTION.  15.  The commission may establish
     1  7 a special one=day deer hunt in which residents of Iowa
     1  8 who are sixteen years of age or older and who have
     1  9 permanent physical disabilities may participate.  The
     1 10 special one=day deer hunt may be held before or during
     1 11 a regular deer hunting season.  The commission shall
     1 12 issue without charge a special one=day deer hunting
     1 13 license for the hunt.  A person who participates in
     1 14 the special hunt is not required to obtain a hunting
     1 15 license or to pay the wildlife habitat fee.  The
     1 16 commission is authorized to prepare an application to
     1 17 be used by the person requesting the special license,
     1 18 which requires that the person's attending physician
     1 19 sign the form declaring that the person has a
     1 20 permanent physical disability.  A license is not
     1 21 required for a person to assist a physically disabled
     1 22 person hunting during a special deer hunt established
     1 23 pursuant to this subsection.  The commission shall
     1 24 establish rules pursuant to chapter 17A to administer
     1 25 the special one=day deer hunts authorized in this
     1 26 subsection.>
