     1  1    Amend House File 1 as follows:
     1  2 #1.  Page 1, by inserting before line 1 the
     1  3 following:
     1  4    <Section 1.  Section 257.1, subsection 2,
     1  5 unnumbered paragraph 2, Code 2005, is amended by
     1  6 striking the unnumbered paragraph and inserting in
     1  7 lieu thereof the following:
     1  8    The regular program foundation base per pupil is
     1  9 the following:
     1 10    a.  For the budget year commencing July 1, 2005,
     1 11 the regular program foundation base per pupil is
     1 12 eighty=nine and twenty=eight hundredths percent of the
     1 13 regular program state cost per pupil.
     1 14    b.  For the budget year commencing July 1, 2006,
     1 15 the regular program foundation base per pupil is
     1 16 ninety=one and six hundredths percent of the regular
     1 17 program state cost per pupil.
     1 18    c.  For the budget year commencing July 1, 2007,
     1 19 the regular program foundation base per pupil is
     1 20 ninety=two and eighty=four hundredths percent of the
     1 21 regular program state cost per pupil.
     1 22    d.  For the budget year commencing July 1, 2008,
     1 23 the regular program foundation base per pupil is
     1 24 ninety=four and sixty=two hundredths percent of the
     1 25 regular program state cost per pupil.
     1 26    e.  For the budget year commencing July 1, 2009,
     1 27 the regular program foundation base per pupil is
     1 28 ninety=six and forty hundredths percent of the regular
     1 29 program state cost per pupil.
     1 30    f.  For the budget year commencing July 1, 2010,
     1 31 the regular program foundation base per pupil is
     1 32 ninety=eight and eighteen hundredths percent of the
     1 33 regular program state cost per pupil.
     1 34    g.  For the budget year commencing July 1, 2011,
     1 35 and succeeding budget years, the regular program
     1 36 foundation base per pupil is one hundred percent of
     1 37 the regular program state cost per pupil.
     1 38    For each budget year the special education support
     1 39 services foundation base is seventy=nine percent of
     1 40 the special education support services state cost per
     1 41 pupil.  The combined foundation base is the sum of the
     1 42 regular program foundation base and the special
     1 43 education support services foundation base.>
     1 44 #2.  Page 1, by striking lines 15 through 17 and
     1 45 inserting the following:
     1 46    <Sec.    .  The section of this Act increasing the
     1 47 regular program foundation base is enacted,
     1 48 notwithstanding the subject matter restrictions of
     1 49 section 257.8, subsection 1.
     1 50    Sec. ___.  APPLICABILITY.  The section of this Act
     2  1 establishing a state percent of growth for the budget
     2  2 year beginning July 1, 2006, is applicable for
     2  3 computing state aid under the state school foundation
     2  4 program for the school budget year beginning July 1,
     2  5 2006.>
