Page 14, by inserting after line 6 the 1 3 following: 1 4 <DIVISION ___ 1 5 MILITARY FAMILY RELIEF ENDOWMENT FUND 1 6 APPROPRIATION 1 7 Sec. . NEW SECTION. 29.4 MILITARY FAMILY 1 8 RELIEF ENDOWMENT FUND. 1 9 1. A military family relief endowment fund is 1 10 created as a separate and distinct fund in the state 1 11 treasury under the control of the department of public 1 12 defense. 1 13 2. Revenue for the military family relief 1 14 endowment fund shall include, but is not limited to, 1 15 the following: 1 16 a. Moneys credited to the fund pursuant to an 1 17 appropriation by the general assembly. 1 18 b. Moneys in the form of a devise, gift, bequest, 1 19 donation, or federal or other grant intended to be 1 20 used for the purposes of the fund. 1 21 3. Moneys in the military family relief endowment 1 22 fund are not subject to section 8.33. Notwithstanding 1 23 section 12C.7, subsection 2, interest or earnings on 1 24 moneys in the fund shall be credited to the fund. 1 25 Interest earned and credited to the fund may be used 1 26 for the purposes specified in subsection 4. Any 1 27 nondistributed interest in a fiscal year shall first 1 28 be applied to the Iowa veterans surplus fund. 1 29 4. Moneys in the military family relief endowment 1 30 fund are appropriated to the department of public 1 31 defense to be used to make grants to families of 1 32 persons who are members of the Iowa national guard or 1 33 Iowa residents who are members of the reserve forces 1 34 of the armed forces of the United States and who have 1 35 been called to active duty since September 11, 2001. 1 36 Grants shall be provided on the basis of need. The 1 37 family shall document to the extent required by the 1 38 department a need for financial assistance for 1 39 clothing, food, housing, utilities, medical services 1 40 or prescriptions, insurance payments, vehicle 1 41 payments, or other related necessities of daily living 1 42 while the qualified individual is on active duty or 1 43 has a service=related injury or illness. 1 44 5. The department of public defense shall 1 45 establish eligibility criteria for the grants by rule. 1 46 Sec. . APPROPRIATION. There is appropriated 1 47 from the general fund of the state to the military 1 48 family relief endowment fund for the fiscal year 1 49 beginning July 1, 2004, and ending June 30, 2005, the 1 50 sum of $15,000,000 for purposes of the fund. 2 1 Sec. .
