     1  1    Amend the amendment, S=5312, to House File 2302, as
     1  2 amended, passed, and reprinted by the House, as
     1  3 follows:
     1  4 #1.  Page 6, line 15, by inserting before the words
     1  5 <A licensee> the following:  <a.>
     1  6 #2.  Page 6, by inserting after line 28 the
     1  7 following:
     1  8    <b.  A licensee shall require each person entering
     1  9 the grounds or enclosure of the licensee to pay an
     1 10 admission fee of at least five dollars and shall pay
     1 11 to the commission five dollars for each person so
     1 12 admitted.  The revenue received by the commission
     1 13 pursuant to this paragraph shall be credited to the
     1 14 gaming admission fee distribution fund created in
     1 15 section 99F.19.>

     1 31 fee charged under subsection 3, an excursion gambling
     1 32 boat licensee shall require each person embarking on
     1 33 an excursion gambling boat to pay an admission fee of
     1 34 at least five dollars and shall pay to the commission
     1 35 five dollars for each person so admitted.  The revenue
     1 36 received by the commission pursuant to this paragraph
     1 37 shall be credited to the gaming admission fee
     1 38 distribution fund created in section 99F.19.>
     1 39 #9.  Page 23, by inserting after line 44 the
     1 40 following:
     1 41    <Sec.    .  NEW SECTION.  99F.19  GAMING ADMISSION
     1 42 FEE DISTRIBUTION FUND.
     1 43    1.  FUND CREATED.  A gaming admission fee
     1 44 distribution fund is created in the state treasury
     1 45 under the control of the commission.  The fund
     1 46 consists of all moneys credited to the fund.  Moneys
     1 47 in the fund shall be distributed by the commission as
     1 48 provided in this section.
     1 49    2.  ACCOUNT DISTRIBUTIONS.  Of admission revenue
     1 50 received by the commission and credited to the fund,
     2  1 for each five dollars per admission received, the
     2  2 following amounts shall be transferred to the
     2  3 following accounts within the fund and distributed
     2  4 from the accounts as provided in this section.
     2  5    a.  Two dollars to the education account.
     2  6    b.  Seventy=five cents to the community college
     2  7 account.
     2  8    c.  Seventy=five cents to the state board of
     2  9 regents account.
     2 10    d.  One dollar and seventy=five cents to the senior
     2 11 living trust fund account until such time as the
     2 12 appropriations to the senior living trust fund from
     2 13 the senior living trust fund account, made in section
     2 14 8.57, subsection 1A, paragraph "a", if enacted by 2004
     2 15 Iowa Acts, House File 2039, and transferred by section
     2 16 8.55, subsection 2, paragraph "c", equal one hundred
     2 17 eighteen million dollars.
     2 18    e.  The remaining portion of the admission fee not
     2 19 otherwise transferred to an account pursuant to this
     2 20 subsection shall be credited to the rebuild Iowa
     2 21 infrastructure fund as created in section 8.57.
     2 22    3.  EDUCATION ACCOUNT.
     2 23    a.  Moneys in the education account are
     2 24 appropriated to the department of education to
     2 25 supplement the amount appropriated pursuant to section
     2 26 257.16 from the general fund of the state to pay the
     2 27 foundation aid and to pay the supplementary aid under
     2 28 section 257.4, subsection 2.
     2 29    b.  The moneys appropriated pursuant to this
     2 30 subsection shall be in addition to, and shall not
     2 31 replace, funds otherwise appropriated pursuant to
     2 32 section 257.16 for the applicable fiscal year and
     2 33 shall be distributed on a per pupil basis to school
     2 34 districts based upon each district's budget enrollment
     2 35 and shall be used for any of the following purposes:
     2 36    (1)  Technology hardware, software, networking and
     2 37 equipment purchases, upgrades and training associated
     2 38 with technology use, and incorporation of technology
     2 39 into the district's curriculum.
     2 40    (2)  Professional development that meets the
     2 41 definition of quality professional development under
     2 42 the student achievement and teacher quality program.
     2 43    (3)  Textbooks, supplies, media and library
     2 44 resources including personnel, and classroom
     2 45 equipment.
     2 46    (4)  Assessment systems, curriculum alignment
     2 47 expenses, and any other resources necessary to meet
     2 48 locally established student learning goals or to
     2 49 comply with federal and state mandates of improved
     2 50 student performance.
     3  1    (5)  Expansion of arts, theater, debate, academic
     3  2 decathlon, music, and foreign language programs and
     3  3 other opportunities for children to participate in
     3  4 curricular and extracurricular opportunities.
     3  5    (6)  Preschool, before=school and after=school
     3  6 programs, and summer school programs.
     3  7    (7)  Adult and community education programs.
     3  8    (8)  Energy efficiency improvements and
     3  9 transportation=equipment fuel=emissions testing.
     3 10    4.  COMMUNITY COLLEGE ACCOUNT.  Moneys in the
     3 11 community college account are appropriated to the
     3 12 department of education for general state financial
     3 13 aid to merged areas as defined in section 260C.2 in
     3 14 accordance with chapters 258 and 260C and allocated to
     3 15 each merged area during a fiscal year in the same
     3 16 proportion as moneys are otherwise appropriated and
     3 17 allocated to each merged area by the department of
     3 18 education in that fiscal year.
     3 19    5.  STATE BOARD OF REGENTS ACCOUNT.  Moneys in the
     3 20 state board of regents account are appropriated to the
     3 21 state board of regents for distribution to each
     3 22 regents institution in the same proportion as moneys
     3 23 are otherwise appropriated to each institution for the
     3 24 applicable fiscal year.
     3 25    6.  SENIOR LIVING TRUST FUND ACCOUNT.  Moneys in
     3 26 the senior living trust fund account are appropriated
     3 27 to the senior living trust fund created in section
     3 28 249H.4.>
