1 39 #9. Page 23, by inserting after line 44 the
1 40 following:
1 41 <Sec. . NEW SECTION. 99F.19 GAMING ADMISSION
1 42 FEE DISTRIBUTION FUND.
1 43 1. FUND CREATED. A gaming admission fee
1 44 distribution fund is created in the state treasury
1 45 under the control of the commission. The fund
1 46 consists of all moneys credited to the fund. Moneys
1 47 in the fund shall be distributed by the commission as
1 48 provided in this section.
1 49 2. ACCOUNT DISTRIBUTIONS. Of admission revenue
1 50 received by the commission and credited to the fund,
2 1 for each ten dollars per admission received, the
2 2 following amounts shall be transferred to the
2 3 following accounts within the fund and distributed
2 4 from the accounts as provided in this section.
2 5 a. Five dollars to the education account.
2 6 b. Seventy=five cents to the community college
2 7 account.
2 8 c. Seventy=five cents to the state board of
2 9 regents account.
2 10 d. Seventy=five cents to the children and family
2 11 services account.
2 12 e. One dollar to the senior living trust fund
2 13 account until such time as the appropriations to the
2 14 senior living trust fund from the senior living trust
2 15 fund account, made in section 8.57, subsection 1A,
2 16 paragraph "a", if enacted by 2004 Iowa Acts, House
2 17 File 2039, and transferred by section 8.55, subsection
2 18 2, paragraph "c", equal one hundred eighteen million
2 19 dollars.
2 20 f. Twenty=five cents to the wildlife diversity
2 21 account.
2 22 g. Twenty=five cents to the Iowa resources
2 23 enhancement and protection fund account.
2 24 h. Twenty=five cents to the administration
2 25 account.
2 26 i. The remaining portion of the admission fee not
2 27 otherwise transferred to an account pursuant to this
2 28 subsection shall be credited to the rebuild Iowa
2 29 infrastructure fund as created in section 8.57.
2 30 3. EDUCATION ACCOUNT.
2 31 a. Moneys in the education account are
2 32 appropriated to the department of education to
2 33 supplement the amount appropriated pursuant to section
2 34 257.16 from the general fund of the state to pay the
2 35 foundation aid and to pay the supplementary aid under
2 36 section 257.4, subsection 2.
2 37 b. The moneys appropriated pursuant to this
2 38 subsection shall be in addition to, and shall not
2 39 replace, funds otherwise appropriated pursuant to
2 40 section 257.16 for the applicable fiscal year and
2 41 shall be distributed on a per pupil basis to school
2 42 districts based upon each district's budget enrollment
2 43 and shall be used for any of the following purposes:
2 44 (1) Technology hardware, software, networking and
2 45 equipment purchases, upgrades and training associated
2 46 with technology use, and incorporation of technology
2 47 into the district's curriculum.
2 48 (2) Professional development that meets the
2 49 definition of quality professional development under
2 50 the student achievement and teacher quality program.
3 1 (3) Textbooks, supplies, media and library
3 2 resources including personnel, and classroom
3 3 equipment.
3 4 (4) Assessment systems, curriculum alignment
3 5 expenses, and any other resources necessary to meet
3 6 locally established student learning goals or to
3 7 comply with federal and state mandates of improved
3 8 student performance.
3 9 (5) Expansion of arts, theater, debate, academic
3 10 decathlon, music, and foreign language programs and
3 11 other opportunities for children to participate in
3 12 curricular and extracurricular opportunities.
3 13 (6) Preschool, before=school and after=school
3 14 programs, and summer school programs.
3 15 (7) Adult and community education programs.
3 16 (8) Energy efficiency improvements and
3 17 transportation=equipment fuel=emissions testing.
3 18 4. COMMUNITY COLLEGE ACCOUNT. Moneys in the
3 19 community college account are appropriated to the
3 20 department of education for general state financial
3 21 aid to merged areas as defined in section 260C.2 in
3 22 accordance with chapters 258 and 260C and allocated to
3 23 each merged area during a fiscal year in the same
3 24 proportion as moneys are otherwise appropriated and
3 25 allocated to each merged area by the department of
3 26 education in that fiscal year.
3 27 5. STATE BOARD OF REGENTS ACCOUNT. Moneys in the
3 28 state board of regents account are appropriated to the
3 29 state board of regents for distribution to each
3 30 regents institution in the same proportion as moneys
3 31 are otherwise appropriated to each institution for the
3 32 applicable fiscal year.
3 33 6. CHILDREN AND FAMILY SERVICES ACCOUNT. Moneys
3 34 in the children and family services account are
3 35 appropriated to the department of human services for
3 36 children and family services.
3 37 7. SENIOR LIVING TRUST FUND ACCOUNT. Moneys in
3 38 the senior living trust fund account are appropriated
3 39 to the senior living trust fund created in section
3 40 249H.4.
3 41 8. WILDLIFE DIVERSITY ACCOUNT. Moneys in the
3 42 wildlife diversity account are appropriated to the
3 43 department of natural resources for wildlife diversity
3 44 programs.
3 45 9. REAP ACCOUNT. Moneys in the Iowa resources
3 46 enhancement and protection fund account are
3 47 appropriated to the Iowa resources enhancement and
3 48 protection fund created pursuant to section 455A.18.
3 49 10. ADMINISTRATION ACCOUNT. Moneys in the
3 50 administration account are appropriated to the
4 1 commission for the purposes of administering this
4 2 section.>
