     1  1    Amend Senate Resolution 123 as follows:
     1  2 #1.  By striking page 1, line 4 through page 3,
     1  3 line 1 and inserting the following:
     1  4 <A Resolution requesting the Legislative Council to
     1  5    create a new century learning technology commission
     1  6    to examine options for integrating technology into
     1  7    the classroom to prepare students for an economy
     1  8    that is increasingly dependent on technology and
     1  9    innovation.
     1 10    WHEREAS, the Senate finds that technology has a key
     1 11 role in revolutionizing the state's education system,
     1 12 and the integration of technology into the school
     1 13 curriculum can motivate and assist students to achieve
     1 14 at high levels and prepare them to become the
     1 15 knowledge workers of the 21st Century workforce by
     1 16 providing them with the skills necessary to compete in
     1 17 the global market; and
     1 18    WHEREAS, many Iowa schools are implementing
     1 19 technology projects and updating technology in their
     1 20 classrooms, including projects involving distance
     1 21 learning, virtual learning, and laptop computers in
     1 22 the classroom; and
     1 23    WHEREAS, technology offers this state a significant
     1 24 opportunity to improve the performance of its schools
     1 25 and to promote a wide range of high=quality
     1 26 educational options utilizing technology for children
     1 27 enrolled in the schools of this state; NOW THEREFORE,
     1 28    BE IT RESOLVED BY THE SENATE, That the Legislative
     1 29 Council is requested to create a new century learning
     1 30 technology commission, to be charged with developing a
     1 31 new century learning technology plan to achieve the
     1 32 goal of preparing students for an economy that is
     1 33 increasingly dependent on technology and innovation.
     1 34 The commission shall examine the use of technology in
     1 35 Iowa's and the nation's elementary and secondary
     1 36 classrooms; and
     1 37    BE IT FURTHER RESOLVED, That the plan developed by
     1 38 the commission shall include, but not be limited to,
     1 39 the following:
     1 40    1.  The costs and benefits of each component of the
     1 41 plan.
     1 42    2.  The professional development needed to
     1 43 integrate learning technology into classroom
     1 44 technology.
     1 45    3.  Strategies for implementation of the plan,
     1 46 including, at a minimum, phasing in the plan over a
     1 47 term of years.
     1 48    4.  Strategies that coordinate the learning
     1 49 technology in kindergarten through grade twelve with
     1 50 the initiatives and resources of the department of
     2  1 education, Iowa communications network, area education
     2  2 agencies, higher education institutions providing
     2  3 approved practitioner preparation programs, and other
     2  4 accredited postsecondary institutions in the state.
     2  5    5.  Procedures for data tracking and assessment of
     2  6 the progress in implementing the goals of the
     2  7 initiative and the plan.
     2  8    6.  Strategies to establish a public=private
     2  9 partnership between state government and a private
     2 10 business with a proven record of success in
     2 11 undertakings of similar focus and size; and
     2 12    BE IT FURTHER RESOLVED, That the plan shall be
     2 13 consistent with the following guiding principles:
     2 14    1.  EQUITY.  The plan shall promote equal
     2 15 opportunity for and provide meaningful access to
     2 16 wireless learning technology resources for all Iowa
     2 17 students regardless of geographic location or economic
     2 18 means.
     2 19    2.  INTEGRATION WITH THE STUDENT ACHIEVEMENT AND
     2 20 TEACHER QUALITY PROGRAM ESTABLISHED IN CHAPTER 284.
     2 21 The plan shall support student achievement through the
     2 22 integration of learning technologies that are content=
     2 23 focused and that add value to existing instructional
     2 24 methods.
     2 25    3.  SUSTAINABILITY AND AVOIDANCE OF OBSOLESCENCE.
     2 26 The plan shall provide for the future sustainability
     2 27 of learning technology resources by adapting to future
     2 28 educational needs and technological changes and by
     2 29 avoiding obsolescence of learning technology
     2 30 resources.
     2 31    4.  TEACHER PREPARATION AND PROFESSIONAL
     2 32 DEVELOPMENT.  The plan shall provide professional
     2 33 development and training programs for teachers and
     2 34 other educators in the use and integration of learning
     2 35 technology tools in curriculum development,
     2 36 instructional methods, and student assessment systems.
     2 37    5.  ECONOMIC DEVELOPMENT.  The plan shall foster
     2 38 economic development across all regions of the state
     2 39 and the preparation of students for an economy that
     2 40 embraces technology and innovation; and
     2 41    BE IT FURTHER RESOLVED, That the commission shall
     2 42 be appointed no later than July 1, 2004.
     2 43    1.  The commission membership shall consist of the
     2 44 following:
     2 45    a.  Seven voting members from the general public
     2 46 who shall be appointed by the Legislative Council.
     2 47    b.  One nonvoting, ex officio member who is a
     2 48 member of the state board of education and is
     2 49 appointed by the chairperson of the state board of
     2 50 education.
     3  1    c.  One nonvoting, ex officio member who is the
     3  2 state librarian or the state librarian's designee.
     3  3    d.  One nonvoting, ex officio member representing
     3  4 public postsecondary education institutions who is
     3  5 employed by a public postsecondary institution and is
     3  6 appointed by the Legislative Council.
     3  7    e.  Three nonvoting, ex officio members
     3  8 representing three different school districts and who
     3  9 are appointed by the Legislative Council as follows:
     3 10    (1)  From a list of three names submitted by a
     3 11 certified employee organization representing teachers
     3 12 licensed under chapter 272, a teacher employed by a
     3 13 school district or area education agency.
     3 14    (2)  From a list of three names submitted by a
     3 15 statewide organization representing administrators
     3 16 licensed under chapter 272, an administrator employed
     3 17 by a school district.
     3 18    (3)  From a list of three names submitted by a
     3 19 statewide organization representing school boards, a
     3 20 member of a board of directors of a school district.
     3 21    f.  One nonvoting, ex officio member who is a
     3 22 member of the Senate and is appointed by the President
     3 23 of the Senate.
     3 24    g.  One nonvoting, ex officio member who is a
     3 25 member of the House of Representatives and is
     3 26 appointed by the Speaker of the House of
     3 27 Representatives.
     3 28    2.  Commission members shall be appointed in
     3 29 compliance with sections 69.16 and 69.16A.
     3 30 Appointments of public members shall be made to
     3 31 provide broad representation of the various
     3 32 geographical areas of the state insofar as possible.
     3 33    3.  In appointing members to the commission, proper
     3 34 consideration shall be given to persons with
     3 35 experience or special knowledge in one or more of the
     3 36 following areas:  education, business, economic
     3 37 development, technology, and finance.
     3 38    4.  The commission shall elect a chairperson and a
     3 39 vice=chairperson from among the voting members of the
     3 40 commission; and
     3 41    BE IT FURTHER RESOLVED, That the commission shall
     3 42 submit its findings, recommendations, and its new
     3 43 century learning technology plan in a report to the
     3 44 General Assembly by December 15, 2004.>
