     1 11             LOCAL GOVERNMENT FISCAL RELIEF
     1 12    Sec.    .  PERSONAL PROPERTY TAX REPLACEMENT.
     1 13    1.  There is appropriated from the fund created by
     1 14 section 8.41, to the department of revenue for the
     1 15 fiscal year beginning July 1, 2003, and ending June
     1 16 30, 2004, the following amount, to be allocated to
     1 17 political subdivisions in the manner provided for
     1 18 personal property tax replacement in chapter 405A,
     1 19 Code 2003:
     1 20 .................................................. $ 56,000,000
     1 21    2.  Funds appropriated in this section are funds
     1 22 anticipated to be received from the federal government
     1 23 for state and local government fiscal relief under the
     1 24 federal Jobs and Growth Tax Relief Reconciliation Act
     1 25 of 2003 and shall be expended as provided in the
     1 26 federal law making the funds available and in
     1 27 conformance with chapter 17A.
     1 28    Sec.    .  MACHINERY AND EQUIPMENT TAX REPLACEMENT.
     1 29    1.  Notwithstanding the amount of the standing
     1 30 appropriation from the general fund of the state under
     1 31 section 427B.19A, there is appropriated from the fund
     1 32 created by section 8.41, in lieu of the appropriation
     1 33 made in section 427B.19A, for the fiscal year
     1 34 beginning July 1, 2003, and ending June 30, 2004, the
     1 35 following amount, to be allocated as provided in
     1 36 section 427B.19A:
     1 37 .................................................. $ 14,900,000
     1 38    2.  Funds appropriated in this section are funds
     1 39 anticipated to be received from the federal government
     1 40 for state and local government fiscal relief under the
     1 41 federal Jobs and Growth Tax Relief Reconciliation Act
     1 42 of 2003 and shall be expended as provided in the
     1 43 federal law making the funds available and in
     1 44 conformance with chapter 17A.
     1 45    Sec.    .  CHILD WELFARE FUNDING.
     1 46    1.  There is appropriated from the fund created by
     1 47 section 8.41 to the department of human services for
     1 48 the fiscal year beginning July 1, 2003, and ending
     1 49 June 30, 2004, the following amount, to be used for
     1 50 the purpose designated:
     2  1    To replace the appropriation reductions made
     2  2 pursuant to 2003 Iowa Acts, Senate File 453, section
     2  3 44, subsection 9:
     2  4 .................................................. $ 10,000,000
     2  5    2.  Funds appropriated in this section are funds
     2  6 anticipated to be received from the federal government
     2  7 for state and local government fiscal relief under the
     2  8 federal Jobs and Growth Tax Relief Reconciliation Act
     2  9 of 2003 and shall be expended as provided in the
     2 10 federal law making the funds available and in
     2 11 conformance with chapter 17A.>
