     1  1    Amend Senate File 362 as follows:
     1  2 #1.  Page 1, by inserting after line 11 the
     1  3 following:
     1  4    <Sec.    .  Section 80B.11, subsections 1 and 2,
     1  5 Code 2003, are amended to read as follows:
     1  6    1.  Minimum entrance requirements, course of study,
     1  7 attendance requirements, and equipment and facilities
     1  8 required at approved law enforcement training schools.
     1  9 Minimum age requirements for entrance to approved law
     1 10 enforcement training schools shall be eighteen years
     1 11 of age.  Minimum course of study requirements shall
     1 12 include a separate domestic abuse curriculum, which
     1 13 may include, but is not limited to, outside speakers
     1 14 from domestic abuse shelters and crime victim
     1 15 assistance organizations.  Minimum course of study
     1 16 requirements shall also include a sexual assault
     1 17 curriculum.
     1 18    2.  Minimum basic training requirements law
     1 19 enforcement officers employed after July 1, 1968, must
     1 20 complete in order to remain eligible for continued
     1 21 employment and the time within which such basic
     1 22 training must be completed.  Minimum requirements
     1 23 shall mandate training devoted to the topic of
     1 24 domestic abuse and sexual assault.  The council shall
     1 25 submit an annual report to the general assembly by
     1 26 January 15 of each year relating to the continuing
     1 27 education requirements devoted to the topic of
     1 28 domestic abuse, including the number of hours
     1 29 required, the substance of the classes offered, and
     1 30 other related matters.
     1 31    Sec.    .  NEW SECTION.  80B.18  LAW ENFORCEMENT
     1 32 OFFICER == TRIBAL GOVERNMENT.
     1 33    A law enforcement officer who is a member of a
     1 34 police force of a tribal government and who becomes
     1 35 certified through the Iowa law enforcement academy
     1 36 shall be subject to the certification and revocation
     1 37 of certification rules and procedures as provided in
     1 38 this chapter.  The certified law enforcement officer
     1 39 shall be subject to the jurisdiction of the courts of
     1 40 this state if an agreement exists between the tribal
     1 41 government and the state or between the tribal
     1 42 government and a county, which grants authority to the
     1 43 law enforcement officer to act in a law enforcement
     1 44 capacity off a settlement or reservation.>
