1 1 Amend Senate Concurrent Resolution 13 as follows:
1 2 #1. Page 1, by striking lines 3 through 6, and
1 3 inserting the following:
1 4 <A Concurrent Resolution urging the United States
1 5 Department of Agriculture to fully investigate the
1 6 impact of implementation of a country of origin
1 7 labeling initiative upon this nation's system of
1 8 producing and marketing agricultural commodities.>
1 9 #2. By striking page 1, line 17 through page 2,
1 10 line 10, and inserting the following:
1 11 <WHEREAS, the initiative requiring the
1 12 implementation of a system of country of origin
1 13 labeling is supported by many persons but has raised
1 14 concerns and questions by other persons, including the
1 15 Iowa cattlemen's association and the national
1 16 cattlemen's association, which remain supportive of
1 17 some method of country of origin labeling; and
1 18 WHEREAS, some of these concerns and questions
1 19 relate to the costs involved in identifying, tracking,
1 20 auditing, and verifying information necessary to
1 21 implement the country of origin labeling initiative;
1 22 NOW THEREFORE,
1 23 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 24 REPRESENTATIVES CONCURRING, That the United States
1 25 Department of Agriculture is urged to fully
1 26 investigate the implementation of the country of
1 27 origin labeling initiative prior to adopting
1 28 regulations necessary to carry out those provisions of
1 29 the 2002 Farm Bill, which to every extent feasible
1 30 should include comprehensive public hearings to
1 31 address the initiative's impacts upon this nation's
1 32 system of producing and marketing agricultural
1 33 commodities; and>.
