     1  1    Amend House Resolution 135 as follows:
     1  2 #1.  By striking page 1, line 3 through page 5,
     1  3 line 23 and inserting the following:
     1  4 <A Resolution requesting the Legislative Council to
     1  5    create a learning technology commission
     1  6    to examine options for integrating technology into
     1  7    the classroom to prepare students for an economy
     1  8    that is increasingly dependent on technology and
     1  9    innovation.
     1 10    WHEREAS, the House of Representatives finds that
     1 11 technology has a key role in revolutionizing the
     1 12 state's education system, and the integration of
     1 13 technology into the school curriculum can motivate and
     1 14 assist students to achieve at high levels and prepare
     1 15 them to become the knowledge workers of the 21st
     1 16 Century workforce by providing them with the skills
     1 17 necessary to compete in the global market; and
     1 18    WHEREAS, many Iowa schools are implementing
     1 19 technology projects and updating technology in their
     1 20 classrooms, including projects involving distance
     1 21 learning, virtual learning, and laptop computers in
     1 22 the classroom; and
     1 23    WHEREAS, technology offers this state a significant
     1 24 opportunity to improve the performance of its schools
     1 25 and to promote a wide range of high=quality
     1 26 educational options utilizing technology for children
     1 27 enrolled in the schools of this state; NOW THEREFORE,
     1 28    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
     1 29 That the Legislative Council is requested to create a
     1 30 learning technology commission, to be charged with
     1 31 developing a learning technology plan to achieve the
     1 32 goal of preparing students for an economy that is
     1 33 increasingly dependent on technology and innovation.
     1 34 The commission shall examine the use of technology in
     1 35 Iowa's and the nation's elementary and secondary
     1 36 classrooms; and
     1 37    BE IT FURTHER RESOLVED, That the plan developed by
     1 38 the commission shall include, but not be limited to,
     1 39 the following:
     1 40    1.  The costs and benefits of each component of the
     1 41 plan.
     1 42    2.  The professional development needed to
     1 43 integrate learning technology into classroom
     1 44 technology.
     1 45    3.  Strategies for implementation of the plan,
     1 46 including, at a minimum, phasing in the plan over a
     1 47 term of years.
     1 48    4.  Strategies that coordinate the learning
     1 49 technology in kindergarten through grade twelve with
     1 50 the initiatives and resources of the department of
     2  1 education, Iowa communications network, area education
     2  2 agencies, higher education institutions providing
     2  3 approved practitioner preparation programs, and other
     2  4 accredited postsecondary institutions in the state.
     2  5    5.  Procedures for data tracking and assessment of
     2  6 the progress in implementing the goals of the
     2  7 initiative and the plan.
     2  8    6.  Strategies to establish a public=private
     2  9 partnership between state government and a private
     2 10 sector business having relevant knowledge and
     2 11 experience; and
     2 12    BE IT FURTHER RESOLVED, That the plan shall be
     2 13 consistent with the following guiding principles:
     2 14    1.  EQUITY.  The plan shall promote equal
     2 15 opportunity for and provide meaningful access to
     2 16 wireless and other learning technology resources for
     2 17 all Iowa students regardless of geographic location or
     2 18 economic means.
     2 19    2.  INTEGRATION WITH THE STUDENT ACHIEVEMENT AND
     2 20 TEACHER QUALITY PROGRAM ESTABLISHED IN CHAPTER 284.
     2 21 The plan shall support student achievement through the
     2 22 integration of learning technologies that are content=
     2 23 focused and that add value to existing instructional
     2 24 methods.
     2 25    3.  SUSTAINABILITY.  The plan shall provide for the
     2 26 future sustainability of learning technology resources
     2 27 by adapting to future educational needs and
     2 28 technological changes.
     2 29    4.  TEACHER PREPARATION AND PROFESSIONAL
     2 30 DEVELOPMENT.  The plan shall provide professional
     2 31 development and training programs for administrators,
     2 32 teachers and other educators in the use and
     2 33 integration of learning technology tools in curriculum
     2 34 development, instructional methods, and student
     2 35 assessment systems.
     2 36    5.  ECONOMIC DEVELOPMENT.  The plan shall foster
     2 37 economic development across all regions of the state
     2 38 and the preparation of students for an economy that
     2 39 embraces technology and innovation; and
     2 40    BE IT FURTHER RESOLVED, That the commission shall
     2 41 be appointed no later than July 1, 2004.
     2 42    1.  The commission membership shall consist of the
     2 43 following:
     2 44    a.  Seven voting members from the general public
     2 45 who shall be appointed by the Legislative Council.
     2 46    b.  One nonvoting, ex officio member who is a
     2 47 member of the state board of education and is
     2 48 appointed by the chairperson of the state board of
     2 49 education.
     2 50    c.  One nonvoting, ex officio member who is the
     3  1 state librarian or the state librarian's designee.
     3  2    d.  One nonvoting, ex officio member representing
     3  3 public postsecondary education institutions who is
     3  4 employed by a public postsecondary institution and is
     3  5 appointed by the Legislative Council.
     3  6    e.  Three nonvoting, ex officio members
     3  7 representing three different school districts and who
     3  8 are appointed by the Legislative Council as follows:
     3  9    (1)  From a list of three names submitted by a
     3 10 certified employee organization representing teachers
     3 11 licensed under chapter 272, a teacher employed by a
     3 12 school district.
     3 13    (2)  From a list of three names submitted by a
     3 14 statewide organization representing administrators
     3 15 licensed under chapter 272, an administrator employed
     3 16 by a school district.
     3 17    (3)  From a list of three names submitted by a
     3 18 statewide organization representing school boards, a
     3 19 member of a board of directors of a school district.
     3 20    f.  One nonvoting, ex officio member representing
     3 21 area education agencies who is appointed by the
     3 22 Legislative Council from a list of three names
     3 23 submitted by area education administrators.
     3 24    g.  One nonvoting, ex officio member who is a
     3 25 member of the Senate and is appointed by the President
     3 26 of the Senate.
     3 27    h.  One nonvoting, ex officio member who is a
     3 28 member of the House of Representatives and is
     3 29 appointed by the Speaker of the House of
     3 30 Representatives.
     3 31    2.  Commission members shall be appointed in
     3 32 compliance with sections 69.16 and 69.16A.
     3 33 Appointments of public members shall be made to
     3 34 provide broad representation of the various
     3 35 geographical areas of the state insofar as possible.
     3 36    3.  In appointing members to the commission, proper
     3 37 consideration shall be given to persons with
     3 38 experience or special knowledge in one or more of the
     3 39 following areas:  education, business, economic
     3 40 development, technology, and finance.
     3 41    4.  The commission shall elect a chairperson and a
     3 42 vice=chairperson from among the voting members of the
     3 43 commission; and
     3 44    BE IT FURTHER RESOLVED, That the commission shall
     3 45 submit its findings, recommendations, and its learning
     3 46 technology plan in a report to the General Assembly by
     3 47 December 15, 2004.>
