     1 19 reasonable effort to identify existing programs
     1 20 administered by state and local government agencies
     1 21 that provide assistance to low=income families and to
     1 22 coordinate efforts with those agencies to assist Iowa
     1 23 parents, including but not limited to parents with
     1 24 more than three children under age eleven, to comply
     1 25 with the requirements of this Act.  This subsection is
     1 26 contingent upon the availability of funds to cover the
     1 27 costs associated with its implementation.>
