The Legislative Process: 76-1

SPECIAL SESSION

The Iowa General Assembly may convene in special session. Officially referred to as an "Extraordinary Session," a special session may be called by gubernatorial proclamation or by two-thirds of the Legislature by a petition. The Iowa Constitution grants these powers in Articles III and IV. The cause for the special session must be expressed and debate is limited to the topic designated. Other unrelated legislation may be filed, but such legislation would not necessarily be considered during the special session. During special sessions, legislators receive a session per diem, a per diem for expenses of office, and travel allowance at the same rate paid during regular session.
