H.F. _____ Section 1. Section 261.87, subsection 3, Code 2016, is 1 amended to read as follows: 2 3. Extent of scholarship. A qualified student at an 3 eligible institution may receive scholarships for not more than 4 the equivalent of two full-time academic years of undergraduate 5 study, excluding summer semesters. Scholarships awarded 6 pursuant to this section may , at the qualified student’s 7 request, be awarded on an annual basis or semester disbursed 8 over a single academic year or two academic years, and shall 9 not exceed the lesser least of the following amounts , as 10 determined by the commission: 11 a. The student’s financial need. 12 b. One-half of the The average resident tuition rate and 13 mandatory fees established for institutions of higher learning 14 governed by the state board of regents for a scholarship 15 disbursed over one academic year, or one-half of that amount 16 for a scholarship disbursed over two academic years . 17 c. The resident tuition and mandatory fees charged for the 18 program of enrollment by the eligible institution at which the 19 student is enrolled. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This bill authorizes the college student aid commission, 24 at a qualified student’s request, to disburse the all Iowa 25 opportunity scholarship to the qualified student over a single 26 academic year or two academic years. The scholarship award 27 shall not exceed the least of the student’s financial need 28 or the eligible institution’s tuition and fee changes or, as 29 amended under the bill, the average resident tuition rate and 30 mandatory fees established for regents universities for awards 31 disbursed over one academic year, or one-half of that amount 32 for awards disbursed over two academic years. 33 Currently, a qualified student at an eligible institution 34 may receive scholarships for not more than the equivalent of 35 -1- LSB 5686YC (4) 86 kh/rj 1/ 2
