I am in support of Governor Reynold's bill as drafted which DOES NOT include any provisions to tax credit unions. I don't understand the logic behind the Senate's bill to tax credit unions and trying to pass it off as a tax reduction bill when it will only reduce taxes for a few bank stockholders in Iowa while INCREASING taxes for 20 credit unions in Iowa; thus subsequently will increase over 600,000 Iowans expenses to foot the bill. That bill is BAD public policy and hurts the people of Iowa at the expense of a few wealthy stockholders who likely don't even live in our state. As a result, I urge you to do what is good for the citizens in this state by supporting the Governor's bill and opposing any amendments that that would tax Iowa's credit union cooperatives.Thank you for the opportunity to voice our opinions.

If this passes, you will have turned us into Kansas. I don't mind paying taxes if it is spent on education, corrections, DHS and other public services, but no, cuts are being made yet again. It's bad enough that this was done at the Federal level. I'd be all for this if our state was in the black but to do it when we're in the red??!! Is just monumentally stupid. Iowa nice apparently doesn't exist anymore. So basically, we're just robbing Peter (cuts in services) to pay Paul (tax breaks). In the meantime, we screw over our most vulnerable citizens. If we had. Universal Healthcare, I'd consider a move out of this state. Anyone that supports this should be ashamed of themselves. Not to mention all the other bad legislation this session and last.

Please vote against cutting taxes. The state has been cutting funding on a regular basis, stating there is not enough money. Cutting taxes will decrease available funds even morethis does not make sense. In addition, farming income is in peril if tariffs by federal government spark a trade war, resulting in less state revenue. I did not see any information about what programs will be cut due to less revenueeducation, Medicaid, other healthcare programs yet again? How will the shortfall be made up this time and in future years? States that have raised taxes are doing markedly better; those with decreases are heading for bankruptcy. Do not lower taxes.

I am extremely disappointed in our representatives choice to hurt regular Iowans even more by cutting taxes on the wealthy, and cutting services to average Iowans. We have already seen unprecedented cuts to many services across the State; Parks, Forests, Mental Health services, Correctional facilities, Education and other Government Services. It has been proven in many States across our great Nation that trickle down economics does not work. It is a sham, a farce to give money to those who would horde it and keep it out of the hands of those who need it. If we want to boost our economy we need to invest in our people!! The more the average Iowan has to spend, the more the economy would grow. Minnesota and California are both case studies for this growth, just as Kansas and Oklahoma are examples of the opposite. The people do not want this tax cut in a time when our State Parks are running at 50% less funding than they had 10 years ago. Where our Correctional and Mental Health Facilities do not have the staff to make a safe and effective difference. Where our children suffer because teachers will not tolerate the backhanded tactics of the GOP. I oppose this trickle down bill that does not benefit anyone but CEO's and shareholders. We the people are watching you. You do not represent us, you represent the highest bidder and we see through your ruse. Start doing the peoples bidding.

TESTIMONY ON HSB671:The Need to Delete Two New Preferential Tax Expenditures: the QBID and the Senior Tax DeductionI am Charles Bruner, and I have a special interest in tax policy and its impact upon children and families, starting with my tenure as an Iowa legislator from 1978 to 1990, where I worked on child policy issues (chairing the human services appropriations subcommittee) and on tax policies (chairing the ways and means committee. Taxes are necessary to fund essential services, particularly to ensure the safety, security, health, and education of children. At the same time, taxes should be fair, efficient, accountable and simple to administer, and competitive. Fairness includes treating similar taxpayers similarly as well as basing taxes on ability to pay.While some of the major provisions in HSB671 (expanding the standard deduction and eliminating federal deductibility and adjusting the rates) move toward making Iowas tax system fairer, others do not.In particular, there are two preferential tax expenditures provisions that have been added which move in the opposite direction and I would strongly urge be deleted from HSB671.First, HSB671 incorporates into Iowas individual income tax system a special preference for some income acquired as business income over that secured as wage or other income. HSB671 creates a qualified business income deduction (QBID) similar to the new federal provision a provision put into place at the federal level to make rates between corporate and individual income tax more equivalent for filers who have the opportunity to select whether to operate under a corporate income tax or the individual income tax as a subchapter S corporation, partnership, or sole proprietorship. The QBID provision is very complicated and is one tax experts view as subject to potential manipulation and high costs in terms of lost revenue. The Department of Revenue estimates the cost of HSB671s version in excess of $25 million annually and one which primarily benefits the very highest income taxfilers. The rationale for its inclusion at the federal level simply does not hold at the state level, as Iowas top corporate income tax rate is and remains higher than the individual income tax rate. Adding a new preferential tax expenditure to Iowas code moves in the opposite direction of reform. Second, HSB671 establishes an additional $1,500 deduction for seniors and the blind. Currently, Iowa has established preferential tax treatment for seniors, in terms of a special credit and in terms of the exclusion of all social security income and $6,000 ($12,000 for a married couple) of other pension income from taxation. The result is that seniors on fixed incomes already receive substantial tax breaks, and seniors generally are taxed at much lower rates than working Iowans, even when they have high incomes. This further deduction exacerbates this situation and, in fact, provides its primary benefits on seniors (like myself) with incomes above 400 percent of the federal poverty level. Seniors today are the least likely age group in Iowa to be in poverty and themselves hold a disproportionate share of the overall wealth. Adding an additional deduction for them is unfair to working Iowans and, as Iowa continues to age, will have an increasing negative impact on Iowa tax revenues.When major tax reform measures are under consideration, it is essential to give careful scrutiny to each individual provision separately and as it fits into the overall legislation. Neither of these two provisions achieves a public purpose and both violate recognized tax principles, particularly around fairness, simplicity, and adequacy. They move in the opposite direction of tax reform and should not be added to Iowas tax code.More detailed information on the Qualified Business Income Deduction is provided in the attachment. My credit union does things for me and for my community that other financial institutions won't do for their customers. It is very frustrating knowing how much time and energy is wasted due to banker complaints. Banks are doing better than ever and bank shareholders are doing great as well. They don't understand what credit unions are or what they are about they only want to hurt credit union members to drive more business their way. Banks should convert to credit unions. Interestingly enough, I am not aware of any bank that has ever converted. The ownership structure of credit unions is unique and plays a role in Iowa. I urge to keep the State Historic Tax Credit as is. This program has done so much for the State of Iowa and the main street revitalization around the state would not be possible without the State Historics. A study (attached) was recently completed showing the success of the program and how it preserves rural Iowa main streets and citys urban cores. Please consider objecting to any tax bill where the final version may include the elimination of the historic preservation tax credit.

Please retain the Historic Preservation Tax Credit in its current form. This credit is a must have if our downtowns and rural communities are to survive. Downtowns are the heart of the community. The appearance of the downtown is either an asset or a liability when recruiting business and industry to a community. It wasn't a lot of banks that would even provide the critical financial services that I needed at the time while I was deployed and I relayed on credit unions to help me through that period of my life. Even though I am no longer enlisted my loyalty remains the same, they were there when I needed them and now they need me to stand up and say, "no tax increase on credit unions" should even be considered. If you want to stay consistent with your message that you have stated all session long of "no increase of taxes to the Iowa families" then raising taxes on credit unions would ultimately be a personal tax to me!! The State Historic Tax Credit has been a substantial incentive in the redevelopment of aging properties, which in turn has stimulated the redevelopment of older urban areas. The ROI on Iowa HTC projects is over 5:1 by year 3 and ramps up to over 30:1 by year 15. Nearly 5,000 fulltime permanent jobs have been created as a result of the Iowa HTC. Iowa HTC projects generate over $18 million in annual state and local taxes from operations. Iowa HTC properties have generated over $87 million in new assessed property value, an increase of 284%. There are few federal or state programs that have been as effective in generating real economic development than the HTC. It should be preserved.

If the Iowa historic rehabilitation tax credit program is impaired even a little bit I am going to have to stop doing these projects. Please keep the bill with no changes to the state historic preservation tax credit program. Its very important note that restoring main streets around Iowa would NOT be possible without the SHTC. In Dubuque, IA specifically, the city has benefited significantly from the state historic preservation tax credit program with projects completed including, but not limited to: CARADCO Building, Historic Millwork District2012; Roshek Building, 700 Locust Street2010; 342 Main St. (former German Bank Building)2009; 1789 Elm St. (former Dubuque Casket Company now Crescent Community Health Center/Project Concern/Washington Court Apartments)2008; 1000 Block Main St. (10421056 Main William Rebman Block, 10691075 Main William Andrew Block, 10811091 Main Bissel & Company Block, 10881098 Main Ira Hanson Block)2007; 2015 Washington St.2004; 823 Main St. (former Town Clock Building)2003. The historic preservation tax credit program is crucial to the continued growth of the state of Iowa. Please do not tax our Credit Unions. We do SO much more than give loans to members that would not otherwise qualify at other finaincials. Hours and hours of education are provided to our youth to become financially successful and much care is given to our elderly to ensure we are asking questions that would help to prevent them from being taken advantage of by scammers/family members or abusers that are caring for them each and everyday as well help them with their financial needs. We are not for profit so that we can give better returns to our members and better rates. I have worked in the Credit Union for over 10 years, with Bank experience prior to that, I can tell you with a 100% accuracy that no bank has ever given the care to our community and our members like our Credit Unions do.Thank you!

Buildings that had sat empty for years are now occupied again, generating revenue and higher property values. Because the HTC bill includes a provision to fund residential properties, it has also helped me and my neighbors offset some of the private investment needed to rehabilitate our homes in our urban core neighborhoods. Better housing stock means more appealing areas, a stronger property tax base, and a greater likelihood of attracting new residents. And all of this activity has generated millions of dollars in income for Iowa families. I want to speak in favor of the State Historic Tax Credit. This valuable program has been key in getting several important projects in my community rehabilitated and saved in my community of 7300. One of those is the Historic State Theatre. The WORLD's oldest continuously operating moving theatre, which experienced a fire about 10 years ago and was almost abandoned. Instead, due to our Historic Preservation Commission, a willing owner, and the State Historic Tax Credit was renovated and SAVED! Another key project is the Dodici Night Suites owned by Lorraine Williams. She was able to repurpose some former offices on the 2nd floor of her building into overnight suites to fill the economic need for overnight accomodations when a 2nd hotel is just not possible.This program benefits smaller communities in Iowa not just the larger developers in big cities. Historic Preservation is an economic driver that keeps our traditional downtowns vibrant. Please maintain this program and help our Main Street's survive!

The State Historic Tax Credit is a great and needed incentive in the state of Iowa. This is one way that a number of communities save historic properties from neglect and condemnation.In Osceola, the State Historic Tax Credit was used to help finance the rehabilitation of a 100+ year old building in the downtown that was originally a Masonic Lodge. Not only did the tax credits help save the building, but it saved a business on the first floor, allowing it to expand during the remodel. Also, it added six luxury apartments to the downtown. This has encouraged a lot of transitional staff at local industries to live here as well as shop and utilize the downtown services more. Since opening in 2012, our vacancy rate is down in the downtown businesses, new businesses have opened in the past few years, and more people are renovating their properties to make the downtown look united.Without the State Historic Tax Credit, this three story building would have been condemned and torn down. It would now either be a parking lot or some metal shell of a building that does nothing for the community. There would not be new people living downtown, no businesses coming in, and there would be fewer people living in the downtown.This incentive is vital for small communities, especially those looking to save their historical integrity. Please keep these tax credits in place just as they are.

Arch Icon has been saving and renovating historic buildings into apartments and commercial space for the past 10 years starting in our home town of Woodbine, IA. In Woodbine, utilizing the State Historic Tax credit, along with other sources of funding, we were able to invest over $4.5M in our downtown to save 4 historic buildings vital to our history, sense of place and main street economy. Those 4 developments yielded two restaurants and caterer, real estate office, hair salon, local newspaper office, dance and martial arts studio and business office space along with 19 apartments. All of those spaces are fully occupied and leased today where they were maybe 10% occupied prior to renovation. Those 4 developments started 6 new business and added approximately 8 new full time and 10 new part time jobs. Those 4 developments would not have been possible without the use of the IA State Historic Tax Credit which encouraged the investment of $4.5M and contributed $900,000 in equity to the developments. Woodbine's main street is about 2 blocks wide and 2 blocks long so you can imagine the impact of resuscitating 4 cornerstone, dilapidated yet significant historic buildings. We have a population of only 1,500 people and are one of only a handful of communities with a school that has not been consolidated and that has a growing student population. To be able to invest $4.5M just on these developments alone had a huge impact on our community. It was an economic development driver that incented over $6M of additional investment in our historic downtown, which resulted in new housing downtown (35 upper floor apartments fully occupied today) and led to investment throughout the community (close to 25 new homes), new businesses, and new jobs, new families in town and more students in our school. We are now renovating 2 historic properties in Sioux City. The Central High School Annex and the Everett School. An investment of over $16 million that will save two historic buildings and create much needed affordable housing for Sioux City. The State Historic Tax credit will contribute almost $3M to these developments. The role of the credit and what makes it vital for rural Iowa: The cost of construction in rural Iowa is just as high, and often higher, than construction in metropolitan areas. However, property values are comparably depressed. There simply isnt a vast demand for buildings on rural main streets except by those with attachments to the community. Lower appraised values (pre and post renovation) result in a diminished capacity to borrow. Both commercial and residential rents needed to cash flow the properties are also lower in rural Iowa. Lower ability to borrow and lesser cash flow available to service debt leaves a gap that cannot just be filled with owner equity with an expectation of being financially viable. State historic tax credit equity helps fill that gap. It is a vital piece to incenting reinvestment in our small towns, which are Iowa's identity and history. As a mental health and disability services (MHDS) region, Polk Region, is very concerned about page 42, lines 2022 of HSB 671, the Governors tax reform bill. ac. Personal transportation service, including but not limited to taxis, driver service, ride sharing service, rides for hire, and limousine service, including driver; machine. Iowa Medicaid (fee for service), the two Medicaid managed care organizations and MHDS Regions all pay for personal transportation service for individuals who are unable to ride or who not have access to city bus services. We all contract with several different providers of transportation and this would increase the overall cost of transportation services by 6%. It does not make sense to take government dollars to pay for a tax.Trans Iowa provided $1,580,108 of transportation services to residents of Polk County from March 1, 2017 to February 28, 2018. These services were paid for by state and local governments. If this tax is approved, it would increase these service costs by an additional $94,806.48. This is just one of many transportation providers contracted with state and local government to serve those with disabilities. We would like you to request a fiscal note on this to determine the impact to Medicaid, Medicaid Managed Care Organizations, and MHDS Regions, and to consider exempting sales tax on transportation services paid for with state and local tax dollars.Along with the cost to the state and local governments, it also puts an unfair burden on those who live in poverty but dont qualify for government funded transportation. They utilize transportations to get to and from work, to and from the grocery store, etc. It is not a service of luxury but a service of necessity.

I am unable to attend this hearing as my wife is working this evening and my child care fell through. But this is a normal situation for many hard working Iowans. Parents balancing work and family time to make ends meet. This bill will benefit many families just like ours with the reduction in the income tax rate for the middle class. Additionally phasing out the federal deductibility is sound public policy as the State of Iowa is making correct and swift adjustments to the federal government's actions. Ultimately the taxpayers of Iowa will win by this action! The elimination of the alternative minimum tax is long overdue. Where is the common sense in picking out Iowans and saying "your tax rate does not apply, we need to tax you more"? Lastly this bill is constructed responsibly with appropriate revenue safeguards in place to protect the budget and ultimately Iowans who foot the bill. Iowa families are most responsible with their own money. We make adjustments when needed. And we know best on how to spend our family's money. This bill puts more of our hard earned money back in our pockets to give us the tools to raise our children. I urge the legislature to support and pass HSB 671 for Iowa families.

I live in a house built by my great grandparents in the River Bend neighborhood of Des Moines. In 70 years of being associated with this area I have watched as the houses were chopped up and allowed to go into disrepair by absentee landlords. With extraordinary effort of many in the neighborhood we have slowly been able to get new single owners to purchase and rehabilitate some of these houses. This would not have been possible without historic tax credits. The property values were too low to justify the capital required to restore these gems. We have now reached some positive momentum in improving the neighborhood, improving the tax base and lowering crime but we are a long way from being done. Almost every month there is a question if another house will be lost. Please maintain the historic tax credits.

I have been involved with downtown redevelopment in Cedar Falls for close to 30 years and have seen first hand the effect Historic Tax Credits have had on the prosperity that has come as a result of restoring historic buildings in our downtown. It has made possible reuse of attractive buildings which house businesses that employee Iowans, generate sales taxes and property taxes, revitalize central business districts, and improve the quality of life in towns across Iowa. These downtowns are a wonderful recruiting tool for local businesses trying to attract workers, a challenge that is common across our state. Historic buildings add to the 'sense of place,' by making downtowns vibrant again. Having 'someplace to go' outside of work hours is what so many young workers look for when they weigh employment options.

When I moved to Iowa in 2010 I was going through significant financial hardship including bankruptcy. My lawyer said that the bank I had my account with was not good to average people in my situation. I had no where to turn until my friend suggested Verdian Credit Union. Not only did Veridain stand by my they have helped restore my credit even helped me when I owed back taxes to California. A bank would not have looked at me the same way. Taxing credit unions is punitive in nature and not in the best interests of Iowans like me.

I own businesses and buildings in West Branch and Iowa City and also spent over 20 years living in and renovating two 100+ year old homes in historic districts. I understand the quirks that can come old structures and the potential for higher costs during renovations. I also work in a variety of communities that have benefited from historic tax credits. It is not just the building that received tax credits that benefit, but also the surrounding buildings. Historic tax credits provide the incentive needed for someone to take on the unknowns of renovating and maintaining historic structures. Those renovated structures often become the catalyst for future development. I look at the Black Hawk Hotel in Cedar Falls and how that sparked change in the surrounding blocks. Please support the continuation of programs that benefit the preservation and rejuvenation of our Iowa communities. I have a fondness for the small community of Keosauqua that recently came together to purchase the historic, but tired, Hotel Manning....a classic example of a structure and a community that would greatly benefit from historic tax credits!

The Senate tax reform bill raises taxes on 20 credit unions and over 600,000 Iowanswhich is the opposite of tax relief. Please do not include any tax increase on credit unions in the House bill. A tax increase on credit unions is a tax increase on credit union members like me.
