Stormwater is a challenging and expensive infrastructure for communities regardless of who is the responsible party for the improvement city, county, developer or builder.The City of Asbury is an MS4 community and by our MS4 Permit, we are required by the State of Iowa to have or face action by the state in the form of fines. Our permit requires the city to have a "Construction Site Runoff Control" ordinance and a "PostConstruction Runoff Control" ordinance. The City uses the Iowa Urban Standards and Specifications (SUDAS) manual and the Iowa Stormwater Management Manual for design guidance . We as a community do our best to work within the guidelines to provide guidance for the most cost effective methods of stormwater management.Every Iowa community is unique in its topography and soil quality. Responsibility removed from the contractor, goes back to the developer or the city (tax payors) to make the required improvements to meet the requirements of our MS4 Permit as required by the State of Iowa.Bottom line the requirements of the MS4 Permit are an unfunded mandate to cities, developers and builders. Taking builders out of the equation shifts the burden of stormwater improvements to cities and developers.Please vote against the proposed legislation.
